Putting Culture First: Commonwealth Perspectives on Culture and Development

This report is based on close consultation with the citizens, civil society and governments of  Commonwealth countries and pays attention to the neglected ingredient of culture. The report highlights what the connections between culture and development look like in closer detail, over and above the simple assertion that they exist. This publication takes as its starting point the notion that culture is a fundamental component of sustainable development, and asks readers to consider the implications of this approach.
