Population and Poverty: the Policy Issues is a discussion paper that aims for a policy-relevant understanding of the population-poverty relationship. The paper focuses on the relationship (or apparent of relationship) at the aggregate level and an analysis of the ways in which population growth can influence poverty. It also provides a partial typology of situations in which poverty is sustained through localised actions that are rational within their immediate context but harm others in the society.
