SAHRC statement on the announcement of the granting of 31.3 percent electricity tariff increase to Eskom by NERSA

The SA Human Rights Commission is concerned about the impact which the 31, 3% electricity tariff increase which the National Energy Regulator granted to Eskom for the 2009/10 financial year.

The Commission therefore calls on NERSA to consider granting reasonable increases when Eskom submits its new request later this year to cover the period up to the end of the 2012 financial year.

While the Commission accepts that it is essential for Eskom to remain viable entity, the Commission however contends, although this increase is little less more than what Eskom had asked, it will nonetheless add more pressure to the public, particularly the poor communities already struggling to gain access to the enjoyment of Socio-Economic Rights such as adequate food supply, water, housing, and others, as result of the current financial crisis.

This increase is an indication that there is indeed a pressing and urgent need for government to develop a comprehensive policy on social security which will among others, guide all government departments and its agencies on how deal with issues which have an impact on the marginalised in an integrated manner.

Having access to electricity may not be a human right, however it is an enabler to the enjoyment of some of the basic fundamental rights required for one to maintain a life of dignity, equality and freedom.
