The challenge facing the NGO sector is to develop the sytems and agreements that will allow for funding of this nature. Whatever the size or target group of the fund, the issues of governance and accountability will remain and impair access to the fund. So, much work needs to be done to ensure that less formal organisations do not only have the skill and resources to access and manage funding, but also that the necessary accountabilities are in place - in particular peer review and vouching systems.
I would like to suort the notion of the national CSO fund, becouse the funding because the funding is strinking for NGOs in South Africa. There are number of CBOS there doing good works and most of the good funding goes to NGOS that are doing just documents. I would like to suggest that the national fund be only available for CBOs not for an organisations that has a bility to raise fund overseases.
