A Service Provider to Conduct a Performance Evaluation of the Implementation of
Vhutshilo 1 and 2 Curricula
FHI 360 is an independent NPO serving in more than 60 countries, committed to resolve critical social problems throughout the world. FHI 360 was awarded a five-year Capacity Development and Support project to develop the organisational management, technical capacity and sustainability of local non-governmental organisations (NGOs) and South Africa Government (SAG) departments, in order to sustain an improved, expanded, and country-led response to HIV and AIDS. Evaluation: As part of its USAID-funded Capacity Development and Support project, FHI 360 invites proposals from service providers to conduct a performance evaluation of the implementation of the Vhutshilo 1 and 2 (V1 and V2) programmes. This evaluation will assess the implementation of Vhutshilo curricula in South Africa and help to determine facilitators and barriers to effective, sustainable implementation of the curriculum (pre-and post-implementation stages). The objectives of the evaluation are to: 1. Determine the feasibility and acceptability of the Vhutshilo implementation from the perspective of implementing partners by exploring their experiences, perceptions, and attitudes towards the implementation of the curriculum; 2. Determine the factors encountered by implementers within pre-implementation and implementation phases that influenced the rollout and uptake of the V1 and V2 curricula in either positive or a negative way; 3. Determine the aspects of the curricula implementations that resonate most with the implementers and beneficiaries and the areas that they feel are in need of strengthening.
The evaluation will be expected to design a suitable study and collect necessary data to answer the evaluation questions.
Time frame for the Evaluation: mid-December 2014 - mid-March 2015
Evaluators competencies and experience: Programme design and evaluation with excellent qualitative and quantitative skills; curriculum development background; demonstrated understanding of gender, HIV programming and peer education experience. A minimum 10 years’ experience undertaking performance and impact evaluations in Southern Africa.
