The SHIPP project strengthens the leadership capacity of the South Africa government (SAG) to achieve HIV prevention impact through a project structure of seconded experts and short term technical assistance (STTA). Seconded technical officers are key members of cross-functional leadership capacity teams (LCTs), who will work across the health and education sectors and across jurisdictional levels. Technical officers will be technical resources alongside permanent government staff and will be responsible for daily on-the-job learning, coaching, and mentoring to build SAG ownership of leadership tools and approaches. Technical officers will actively support the implementation of SHIPP project activities and ensure high-quality implementation of HIV prevention initiatives at national and district levels through close collaboration with the SHIPP quality improvement and evaluation teams. Specifically, technical officers will coordinate technical support and capacity building across the team of seconded staff at their assignment location. Technical officers will train and mentor the permanent staff at the assigned institution or organisation, to build the leadership capacity of relevant government and community stakeholders.
Futures Group Sexual HIV Prevention Programme (SHIPP) seeks to appoint a Technical Officer – Seconded to SANAC, based in Pretoria.
Establish and coordinate leadership capacity teams within the assigned institution or organization to:
- Strengthen the capacity of SAG and NGO implementers in program implementation and monitoring
- Establish and maintain community-level program linkages and networks
- Harmonise national and local health and education efforts
- Incorporate interventions that assure effective responses to gender-specific issues in programming
- Incrementally transfer resources and technical responsibilities to assigned institution’s staff; transfer skills and build on-going support mechanisms;
The Technical Officer seconded to SANAC will contribute his/her expertise to help bridge the gap between policy and implementation by gathering inputs and disseminating information on national policy, best practices, technical resources, and professional linkages. This will include:
- Building capacity on educational approaches and coordinate education with other sectors’ HIV initiatives.
- Supporting integration of education strategies that address the roles that stigma, alcohol and drug use, gender-based violence, male gender norms, and economic circumstances play in individual decisions regarding HIV risk.
- Improving coordination among sectors and jurisdictional levels, to avoid parallel operational plans that fail to inform or complement each other.
- Identifying and facilitating cross-functional synergy among government jurisdictions and between the health and education sectors.
- Improving SAG electronic communications mechanisms such as listservs and web pages. (STTA will be available for web design and maintenance)
- LCTs assigned to SANAC will assist with organisational restructuring and will build capacity for the multisectoral leadership and coordination functions;
- Coordinate the dissemination of relevant tools and resources;
- Regular reporting and sharing of experiences, strategies, and ideas with functional and location teams.
- University degree in public health, education, or related area;
- Minimum of five years of experience in capacity building activities;
- Expertise in respective technical area of assignment;
- Familiarity with HIV prevention, gender integration and/or school- based education programmes;
- Previous work with government organisations preferred;
- Ability to work well in teams;
- Excellent interpersonal skills (e.g. active listening, cultural competence, responsiveness);
- Excellent writing skills;
- Ability to balance completion of designated projects, both short and long term, with the execution of routine duties;
- Ability to meet short deadlines and willingness to work additional hours during deadline periods;
- Demonstrated computer competence including Microsoft Office;
- Ability to travel within South Africa.
