FHI 360 South Africa seeks to appoint a Senior Technical Officer.

The purpose of the position of Senior Technical Officer is to provide technical support towards the strengthening of the management of drug-resistant TB and TB & HIV co-infection. The main objective is to build NDoH’s capacity to 1) improve coordination among NDoH’s MDR-TB partners , 2) design and implement appropriate diagnostics , treatment , care and support interventions and 3) provide technical guidance and, support and strategic direction of MDR-TB related guidelines policies 4) increase capacity to effectively monitor programme implementation.

Position Summary:

Main Responsibilities:

  • Support policy development and implementation;
  • Build NDoH’s capacity to monitor, evaluate, report and perform impact assessment;
  • Support provision of decentralised DR-TB services including nurse-initiated MDR-TB treatment initiation;
  • Provide support to programmatic and clinical management of DR-TB in all provinces;
  • Keep abreast of the latest research developments in both treatment and diagnosis and ensure that the South African programme integrates policy changes timeously.

Tasks and Functions under Main Responsibilities:

  1. Support policy development and implementation;
  • Identify areas to discuss with DR-TB experts;
  • Find evidence for updating guidelines;
  • Find issues needing new policy;
  • Support updating of DR-TB guidelines.
  1. Build NDoH’s capacity to monitor, evaluate, report and perform impact assessment.
  • Support DR-TB clinical audits;
  • Support EDR-web;
  • Weekly review data entry onto the EDR.web;
  • Monthly feedback to DR-TB units on findings on EDR.web;
  • Monitoring DR-TB patient management on EDR.web and giving regular feedback to DR-TB units.
  1. Support provision of decentralised DR-TB services including nurse-initiated MDR-TB treatment initiation.
  • Monitor roll out of audiometers to provinces;
  • Provide support visits to 21 districts;
  • Establish necessary basic infrastructure to develop new sites;
  • Work with global fund sub-recipients who will support community-based management in tandem with the hospital treatment sites;
  • Provide support to programmatic and clinical management of DR-TB in all provinces;
  • Compile DRTH directorate performance reports based on operational plan in 21 districts needing treatment scale up;
  • Keep abreast of the latest research developments in both treatment and diagnosis and ensure that the South African programme integrates policy changes timeously.

Knowledge, Skills and Abilities:

  • Advanced bachelor’s degree in Public Health preferably Medical degree;
  • A  minimum of 5 years’ experience in the provision on TA in TB, TB/HIV and MDR-TB in clinical and public health settings;
  • Detailed knowledge of the relevant MDR-TB policies and guidelines;
  • Demonstrated ability to work in a multi-disciplinary team based organisation structure including partners and other collaborators;
  • Previous experience of working with South African Department of Health preferably with the National TB control programme;
  • Good communication and report writing skills;
  • Computer literacy and a valid driver’s licence;
  • Ability to coach and mentor colleagues on the job;
  • Leadership qualities.
