Since 2012, with support from the U.S. President's Emergency Plan for AIDS Relief, through the U.S. Centers for Disease Control and Prevention, CareWorks has worked as an HIV prevention partner in various workplaces and communities throughout South Africa.

Job Description:

CareWorks is seeking a MER Specialist for a Centers for Disease Control and Prevention (CDC)-funded project to provide combination HIV prevention services to mine workers and mining affected communities and medical male circumcisions (MMC) demand generation activities under the President’s Emergency Plan for AIDS Relief (PEPFAR). The MER Specialist will coordinate all monitoring, evaluation and reporting activities related to the project, represent the organization at high level stakeholder forums and will develop and implement effective strategies to strengthen organizational M&E systems with particular emphasis on data quality, analysis, interpretation and dissemination. The position will require air and ground travel on a regular basis. The position requires availability to attend to program priorities, which will not always be limited to office hours.

  • 9 month contract. Renewable based on the availability of funding

Duties/Responsibilities:

M&E Skills:

  • Document a Logical Framework to ensure that the project’s activities align with established targets and that activities can be reasonably measured to monitor progress towards achieving those results; ensuring alignment between the project M&E systems and the PEPFAR South Africa Indicator Guide;
  • Maintain existing and design and implement new strategies and methodologies (e.g., data collection tools, standard operating procedures, audit tools, and reporting templates) for accurately collecting, recording, compiling, and analyzing data so as to report progress towards project objectives and review and adjust project activities as necessary;
  • Assess and build the capacity of project staff in terms of data collection, management, analysis and use;
  • Ensure that data is recorded, transmitted, entered and stored effectively so as to be retrievable and reportable on a regular and frequent basis;
  • Ensure efficient systems in place for program staff to access relevant and concise information for routine project reports and special reports as required;
  • Prepare quantitative reports for the Department of Health and CDC, including concise narratives and relevant tables and/or graphs that capture progress against indicators and provide donors and program managers with accurate and user-friendly information;
  • Design and conduct data audits and quality assurance assessments to identify programmatic gaps and make recommendations for quality improvement; and
  • Other related duties as assigned.

Stakeholder Engagement / QA:

  • Establish, strengthen and maintain working relationships with other partners/NGO’s providing similar services within or geographic areas
  • Ensure no duplication and waste of efforts and resources
  • Work with the HAST Specialist to maintain all relationships with the DoH and satisfy all of their reporting requirements
  • Work with the Quality Assurance Manager to ensure that quality improvement activities are data driven
  • Represent and promote the programme at PEPAR, DoH and partner meetings
  • Prepare and deliver presentations at stakeholder meetings

Required Qualifications and Skills:

  • Bachelors degree (Academic) in statistics, informatics, health sciences or related field, including relevant courses in data management and analysis
  • Formal training in Monitoring and Evaluation
  • Minimum of three years related experience, with demonstrated results coordinating health project M&E and/or quality improvement functions
  • Previous experience with PEPFAR reporting requirements
  • Proficient in MS Word, Outlook, Excel and PowerPoint
  • Competence in data analysis, presentation and report writing
  • Comprehensive knowledge of monitoring and evaluation related to HIV programs and understanding of indicators related to HCT and HIV prevention
  • Highly detail-oriented
  • Good communication, problem solving and organizational skills
  • Pro-active and ability to work under pressure
  • Emotional intelligence and ability to work well with a diverse team
  • Fluent in English
  • Valid Code B driver’s license
  • A roadworthy vehicle
  • Ability to travel within South Africa up to 25%

Preferred qualifications and Skills:

  • Diploma in Public Health or HIV Management
  • Understanding of biomedical and behavioral HIV prevention interventions
  • Knowledge of Department of Health M&E systems and HIV guidelines
  • Knowledge of MS Access, STATA or related statistical software
  • Experience with Quality Improvement methodology
