The Cape Town Refugee Centre (CTRC) is a South African nonprofit organisation and an implementing partner for the United Nations High Commissioner for Refugees (UNHCR). The organisation’s mission is to assist vulnerable refugees and asylum seekers, residing in the Western Cape, with Psycho-Social, Self-reliance and education services.

Cape Town Refugee Centre seeks to appoint a Monitoring and Evaluation (M&E) Consultant, based in Cape Town.

The overall goal of the consultancy is to build Cape Town Refugee Center’s M&E capacity and develop in-house capability to ensure data quality and measure impact of the centre’s programmes.

The M&E Consultant will report to the Director.

Medium-term Consultant, deliverables-based contract.

Duration: 2 September 2013 - 13 December 2013

Responsibilities:

  • Overall goal of the consultancy is to build Cape Town Refugee Center’s M&E capacity and develop in-house capability to ensure data quality and measure impact of the Centre’s programmes;
  • Provide Cape Town Refugee Centre with skilled technical assistance in monitoring, evaluation, data quality and standards, tool development and knowledge management on a four-month contract;
  • Review all relevant CTRC project documents;
  • Review the recent assessment of the organisational needs;
  • Review donor requirements and then develop and implement a monitoring system, including developing data capture tools that can be used by staff and initiate a low-technology database for services rendered;
  • Assist the Director to build M&E priorities and milestones into the strategic plan, currently under development, s/he will not be part of the Management Team.

M&E Technical and Advisory Tasks

  • After careful review of the organisation and donor requirements, the consultant will provide technical assistance to CTRC to develop an M&E system and monitoring tools for the organisation, based on organisational and donor requirements to improve CTRC’s data capture and reporting ability;
  • Work closely with the Director and programme staff, develop M&E tools to gather data and design analysis approaches, which will monitor and document the effects of social assistance and to contribute to effective measure of results of CTRC’s interventions;
  • Work with the staff, develop strategic approaches, results chains and results-based performance management frameworks for each of the three main CTRC programme areas and for the overall organisation;
  • Provide training to CTRC staff to familiarise them with various tools to effectively administer them, collect and capture data;
  • Provide technical assistance in developing training materials, resources materials, as required, to develop M&E capacity within CTRC;
  • Serve as the M&E liaison and provide support to all programme teams to advance the quality of the M&E plans and the integration of M&E activities into programmatic objectives and work plans, ensuring that project results are documented;
  • Assist the Director to build M&E capability statements and M&E plans for use in project proposals and publication on the website or in other external platforms;
  • Contribute to presentations or other external functions/events which highlight CTRC’s successes and demonstrate results;
  • At the end of the assignment, develop a report which outlines suggestions for CTRC’s future M&E needs and areas for suggested growth. The report will inform and serve as the basis of the organisation’s M&E section of the five year strategic plan.

Work Products

  • Weekly verbal progress report sessions with the Director;
  • Data-capture tools and data management system for social services delivery;
  • Results chain, framework and strategic approaches for three programme areas a and CTRC overall;
  • M&E capability statements and M&E plans for project proposal;
  • Training materials and at least three training sessions for CTRC staff; one-on-one mentoring as needed;
  • Final report with strategic plan guidance.

Requirements:

  • Post-graduate degree, Master’s preferred;     
  • Minimum of three to five years’ experience in the M&E field in regard to development or social assistance programmes;
  • Previous experience designing and implementing programme monitoring systems for international development or social services projects;
  • Solid experience with setting up and/or strengthening existing M&E systems in a nonprofit context required;
  • Ability to organise, scan and summarise information;
  • Oral and written English communication skills, including training and capacity building in nonprofit organisations;
  • Professional report writing and communication skills;
  • Ability to work independently, take initiative, produce results against a deadline and use good judgment;
  • Computer skills essential: knowledge of word processing, database, spreadsheet and presentation programs (Microsoft applications preferred);
  • Ability to work as an effective team member in a multi-cultural environment;
  • Previous experience with UNHCR indicators and monitoring tools, an asset;
  • Interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff and clients;
  • Willingness and passion to work with non-South Africans;
  • Located in Cape Town and able to work full time to produce all work products.
