USAID’s Resilient Waters Program
 
USAID’s Resilient Waters is a five -year program (June 2018- June 2023), implemented by Chemonics International in collaboration with a consortium of partners. The Resilient Waters Program is seeking full proposals from eligible entities for implementation of activities designed to address a multi-faceted program whose goal is to build more resilient communities and eco-systems through improved management of trans-boundary natural resources and increased access to safe drinking water and sanitation services.
 
RFP # 10/2021  - “Limpopo Early Warning and Flood Forecasting System (LEWFFS)
Enhancement.”
 
In the Limpopo basin, more than 70% of the population relies on agriculture activities for their subsistence and it is prone to floods and droughts. The situation is even worse in Mozambique, due to its downstream position and geographic location along the southwest coast of the Indian Ocean. Cyclones and other tropical storms heighten the vulnerability especially to floods, leading to significant loss of life, crops and impacts in the general economy of the country. In response to these devastating floods, the Limpopo River Basin Commission (LIMCOM) with CRIDF support developed a Limpopo Early Warning and Flood Forecasting System (LEWFFS) in order to enhance the prediction of and preparedness of flooding incidents in order to mitigate their impacts. In 2018, LIMCOM realized a need to further develop and refine the LEWFFS. The new developments and refinements will entail incorporating rainfall-runoff modelling components driven by forecast rainfall in order to increase flood prediction lead-times; replacing the commercial Mike 11 hydraulic routing component with the free HECRAS to reduce costs; and extending the forecasting area of the system to include parts of the basin in upstream parties. The Resilient Waters Programme (RWP), an international cooperating partner, with the objective of supporting the system’s further development project is seeking the services of a subcontractor to further develop the Limpopo Early Warning and Flood Forecasting System
 
The Enhanced LEWFFS must have the following characteristics as well as specific technical and general requirements.
a)    The Enhanced LEWFFS must consist of rainfall-runoff modelling and river hydraulic simulation modelling components whereby the former is driven by forecast rainfall data. The chosen models are the HEC-HMS and HEC-RAS for rainfall-runoff and river hydraulics, respectively, while the forecast rainfall data will be sourced from suppliers of free rainfall forecasts products such as YR from Norway. 
b)    The Enhanced LEWFFS must run off the Mike Customized Platform.
c)     The Enhanced LEWFFS must be capable of hind-casting, nowcasting and refining forecast river flows with measured flow levels.
d)    The system must produce tabular, graphic and map output to indicate forecast flow/flood levels and possible inundation areas (depth, spatial extent and timing).
e)    The Enhanced LEWFFS must be designed such that it can initially be installed on a hardware server at the Disaster Management Centre in Mozambique but must be amenable to migration to cloud computing.
f)      The Enhanced LEWFFS must be accessible online to the public and operators at offices of the partner states
g)    Different system users will have different administrative rights.
h)    Eight (8) officials from partner states must be capacitated through involvement in system develop such that they can be able to update input rainfall forecast and flow data as well as catchment and river characteristics
