TERMS OF REFERENCE FOR THE FOR THE APPOINTMENT OF ACONSULTANT / SERVICE PROVIDER TO ESTABLISH AND MANAGE THE DEVELOPMENT OF A NATIONAL HUMAN RIGHTS IMPLEMENTING PARTNERS’ REPORTING PORTAL TO BE HOSTED BY THE SOUTH AFRICAN NATIONAL AIDS COUNCIL (SANAC)

1. BACKGROUND

The National Strategic Plan (NSP) guides South Africa’s response to Human Immunodeficiency Virus (HIV), Tuberculosis (TB) and Sexually Transmitted Infections (STIs). The fourth NSP, for the period 2017 to 2022, seeks to address the multiple factors that contribute to the persistent high rates of HIV, TB and STI infection, illness and related deaths.
The NSP recognises that, in spite of global recognition of South Africa for its positioning and response to Human Rights (HR), there are still important gaps to close with respect to the full implementation of the human rights agenda, particularly those of people living with HIV and TB, including key and vulnerable populations.
 
In order to achieve the goals set out in the NSP, the Human Rights (HR) barriers that prevent people from accessing services must be removed, in particular for women, youth, sex workers, people who use drugs, inmates, Lesbian, Gay, Bi-sexual, Transgender and Intersex (LGBTI) and people with disabilities.

Goals 3 and 5 of the NSP outline seven key programmatic areas to reduce stigma and discrimination, including gender discrimination, and to strengthen access to justice for national responses to HIV, TB and STIs. Detailed descriptions of these programmes are in the plan, but for the purpose of this document, focus is on Monitoring, Reviewing Laws & Policies.

 

The development of a reporting portal will significantly improve the systematic reporting of human rights violation data to generate responses and eventually a reduction in similar violations.
The national reporting portal will provide evidence for the development of advocacy programmes as well as those designing and implementing programmes to reduce stigma and discrimination amongst key and vulnerable populations in the county.

2. RATIONALE FOR THE DEVELOPMENT OF THE HUMAN RIGHTS IMPLEMENTING PARTNERS’ REPORTING PORTAL

Human Rights program implementing organisations across South Africa have their own unique data collection and reporting systems, for the HIV and TB human rights violations.  Whilst these data collection systems provide a wealth of data and information across the spectrum of human rights violations and focus areas, the diversity of data collection sources and methodologies are not the same. Another challenge is that the data is analysed intermittently and rarely shared with other stakeholders.  It remains within those organisations, making it difficult to provide accurate national data and trends on human rights program implementation.
 
SANAC is the custodian of the National Human Rights reporting portal considering its role in overseeing and coordination the implementation of Goal 5 of the NSP: Ground the response to HIV, TB and STIs in human rights principles and approaches, through the coordination of the  three-year national implementation plan for a comprehensive response to Human Rights-Related barriers to HIV and TB services and gender inequality in South AfricaThe National Human Rights Implementing Partners’ Reporting Portal will be a web application built for SANAC to improve Human Right program reporting by all implelenting partners, and will serve as one of the repository data tool for all stakeholders responding to the epidemic of HIV, TB and STIs; including the District Health Information System (DHIS). The National Human Rights reporting portal will allow for data accessibility and connection with other available data systems hosted by different stakeholders, including the private sector; developmental partners, key and vulnerable populations implementers.
 
This reporting portal will collate data from multiple external sources which are the custodians of primary data for HR interventions across the country,  serve as a Management information System (MIS), which will summarize data from multiple systems to enhance the data analytics of respective implementing organizations at both operational and policy levels. The National Human Rights reporting portal MIS will serve as a backbone of the operations of all HR implementing organizations and will have limited data granularity and minimal analytical capabilities to inform decision-making to different target populations as follows:

  • SANAC for enhanced and focused coordination, monitoring and evaluation of human rights interventions, including extracting relevant data from the National reporting portal MIS to export and load onto the National Situation Room system to inform strategic decision-making at the executive information system level.
  • Global Fund (GF) Country Coordinating Mechanism (CCM) for the enhancement of an accurate perspective of the implementation of human rights violation interventions in the country, GF Principal Recipients (PRs), Sub-Recipients (SRs), government departments, non-governmental organizations, private sector institutions and community-based organizations, including other human rights implementers across the country to inform programming (operational activities) in terms of the support required, forecasting, planning, and decision-making.
  • Potential donors to prioritize decision-making on meaningful allocation of both financial and human resources.
  • United Nations Programme Managers for informed technical assistance requirements.
3. NATIONAL HUMAN RIGHTS IMPLEMENTING PARTNERS’ REPORTING PORTAL HIGH-LEVEL TECHNICAL REQUIREMENTS AT A GLANCE

In order to meet SANAC’s intended vision for the National Human Rights Implementing Partners’ Reporting Portal, expectation is that any proposed portal / platform has to encompass the following high-level technical specifications broadly so that it is not only fit for purpose but also sustainable.

  1. Open source – all program coding (both front-end and back-end) where required should be open source, with comprehensive documentation.
  2. Licensing – should this be needed, SANAC requirement is for perpetual licensing.
  3. Number of users – the proposed portal/platform should be able to accommodate an open-ended (unlimited) number of users, so that SANAC can add users with appropriate user rights as use of the platform evolves and matures.
  4. User permissions – SANAC will accord users view/edit, etc. depending on the users’ needs/authorities and other dimensions including organizational units/entities, geographical regions and so on.
  5. Breadth of datasets on human rights information – the National Human Rights reporting portal as a platform must be able to accommodate and integrate a wide variety of disparate data sources on human rights-related information, as well as different file/data formats – structured and unstructured data, as there are different stakeholders/partners who are working in the HR response and collating HR information and different data elements and indicators.
  6. Sustainability – The proposed solution should include a plan to ensure any future modifications. and additional integration work will not be reliant on one proprietary supplier/technical implementer. In addition, capacity building to SANAC staff and other relevant stakeholders should be provided/planned (TBD).

4. PURPOSE AND OBJECTIVES OF THE ASSIGNMENT

The overall purpose of this consultancy is to support SANAC to develop  the Human Rights Implementing Partners’ Reporting Portal for collation and anlysis of  the the full implementation of the human rights program, particularly those of people living with HIV and TB, including key and vulnerable populations, that will coordinate a dataset that is valid, curated and harmonised for sharing through an openly accessible data repository so that third parties can access, mine, exploit, reproduce and disseminate.

More specifically, the objectives of this consultancy are:

  • To define requirements for an integrated portal accessible to different stakeholders across the country and with varying levels of access, to enhance the ability of SANAC to monitor results periodically;
  • To design and develop a common portal for reporting and assessing performance in terms of HR;
  • To clearly define roles and responsibilities for the portal users at national, provincial and district  levels; and
  • To build the capacity of the relevant staff to manage the portal on a sustainable basis through specific training, help documents and tutorials.

5. SCOPE OF WORK

SANAC seeks to engage a Consultant/Service Provider to work closely with the SANAC Strategic Information and Human Rights Units to;

1. The consultant will be responsible for defining the requirements of the desired portal/tool in consultation with all key stakeholders. Develop a data collection/collation/integration module and database configuration of the portal including  a detailed requiremnts analysis
2. The portal should be able to integrate data for with all available/relevant indicators from variety of structured and unstructured datasets (i.e. e.g. SQL server, Excel, etc) coming from different implementers of human rights based programmes in the country.

  • The portal should be accessible to different stakeholders, with varying levels of access and authority.
  • The portal should be able to track down the achievement of performance indicators and targets.
  • The portal should allow necessary data entry or importing of data from other information systems and data sources.:
    • The portal should work both offline and online.
    • Develop databases with built in quality assurance/improvement checks
3. The portal should allow better communication in the implementation of HR programmes and serve as a place where HR reports and analysis of data is shared in the country. This will be  a Knowledge Management Platform to allow; 
  • Approved users at different levels to upload, edit and share dashboards and reports.
  • Flexibility which allows for the super user only to adding/removing information
  • Integration of existing shared databases and platforms.
  • Cleaning and converting the historical data for Human Rights in the database
  • Creations of New Reports and modification of existing reports
4. Sustainability is an important aspect of the assignment and it is important that relevant stakeholders are fully trained and engaged with the development of the portal/tool. With this in mind, the consultant will be expected to hold multiple planning and review meetings with key stakeholders in order to ensure that the portal/tool is both relevant and useful to all HR role players and that a sustainability plan is in place. 
  • All installation steps and steps for linking database systems must be documented and communicated clearly.
  • Development of training handbook/manual as follows;
    •  How to Guide manual
    •  Develop video tutorials and other help systems;
    •  Develop technical documents including requirements analysis, design documents and user/admin manuals;
  • Conduct specific training to relevant staff and partners on each area of the assignment;
  • Ensure relevant staff are in a position to manage all components of the system upon inception and modify them as needs arise.
5. EXPECTED DELIVERABLES

6. SKILLS AND EXPERIENCE

  • A minimum of 5 years of proven experience with database/dashboard development
  • Additional experience in data visualization using products such as click view, tableau, MS Power Business Intelligence (BI), Excel or equivalent.
  • Strong knowledge of capabilities, functionality, and behaviours of BI reporting tools in excel.
  • Strong analytical skills; ability to analyze raw data, draw conclusions, and understand how best to visualize
  • Demonstrated experience in Map presentation, SQL scripting, data cubes.
  • Excellent enterprise and application level data profiling, architecture, modelling, and analysis skills.
  • Knowledge of importing data from multiple sources, collating the data, analysing the data to depict visuals and create reports to illustrate performance versus targets, including trends.
  • Excellent analytical and problem solving skills.
  • Demonstrated commitment to providing client focused BI and visualization services.
  • Experience working in a fast-paced environment managing and meeting multiple deadlines and priorities.

 7. QUALIFICATIONS

  • The consultant will have at least a Bachelor’s Degree, but a Master’s is preferred in the field of study: Computer Science, Information Technology, Software Engineering or other related areas.
  • At least 5 years of relevant work experience in data management.
  • Desirable: Understanding/experience of the consultant in Strategic Information, Monitoring and Evaluation, data manmangement and processing related data (for both HIV, TB, and STIs for both biomedical and non-biomedical indicators for key populations.

8. Applications

  • VAT registration certificate (if registered for VAT)
  • A valid tax clearance certificate issued by the South African Revenue Service (SARS).
  • B-BBEE status level verification certificate (unless trading below the prescribed threshold)
  • A declaration confirming the absence of any conflict of interest; or alternatively a declaration stating any existing relationship /acquaintance with NAPWA employees or Directors;
  • Client references which relate  to relevant work previously conducted or example of successful projects

NB: Please indicate your ability, availability and daily rate to undertake the terms of reference above (including travel and daily subsistence allowance, if applicable).  Applications submitted without a daily rate will not be considered.
