Commissioning Brief – Masiphephe Video Content Production
 
Centre for Communications Impact (previously known as JHHESA) is a section 21 South African entity that uses strategic communication to improve the health and well-being of all South Africans.
 
The organisation requires the services of a Film Production Agency to produce and deliver video content on Gender Based Violence (GBV) to support the objectives of the Masiphephe Network Project. The Masiphephe Network is a unique project funded by USAID designed to enable local authorities and civil society organizations to work together to reduce GBV in their areas and to improve access to justice and victim empowerment.
 
CCI is implementing the Masiphephe Network project in partnership with the University of Cape Town (UCT) Gender Health and Justice Research Unit (GHJRU) and four community based organizations, namely, ADAPT and Sonke Gender Justice, PSASA, Gugu Dlamini Foundation and Ethembeni Crisis Centre, to implement the Masiphephe Network Project in selected locations in the provinces of Gauteng, Mpumalanga and KwaZulu-Natal.

Masiphephe Video Content

In support of the Masiphephe Network project’s intermediate results to strengthen community governance and accountability; address the spectrum of violence against children, adolescents and young women, including sexual, physical, and emotional abuse and neglect; improved mitigation of GBV harms (tertiary prevention) and; improved access to justice for all victims and survivors of GBV, a series of video content consisting of Masiphephe Learning Videos and GBV Personal Stories of Change will be produced. The Masiphephe Learning videos will be used to facilitate peer learning and sharing on key elements of project implementation.
 
The GBV Personal Stories of Change will serve as a communication tool to raise awareness and engage communities on the key drivers of GBV including harmful social norms and behaviour, enable target audiences to identify their own risk of becoming perpetrators or victims of GBV, as well as empower them to take action to reduce such vulnerabilities. The video series will be used to facilitate discussion as part of the structured intervention activity packages and messaging will emphasise on the following themes:

  • How patriarchal norms and beliefs contribute to GBV
  • Link between Mental Health/PTSD and GBV
  • Impact of GBV on children – men who are abused as children are at risk of perpetrating GBV /women who have been abused as children are at risk of becoming abused adults
  • How substance abuse can contribute to rape & abuse
  • Economics of GBV

Target Audience
 
The videos should communicate to men and women living in the LSM 1 – 6 bands aged 15 – 34, and GBV implementing organisations. 
 
Language
 
Videos will be developed in a mixture of English and the local languages spoken in the Masiphephe project sites including IsiZulu, siSwati, and seSotho. English sub-titles will be used for translation of all vernacular expressions used.
 
Scope of Work
 
The service provider should have extensive experience in dynamic social development audio visual content for distribution on various digital platforms aimed at this audience. They will deliver the required service as per the scope of work below:

  • The production of 12 GBV Personal Stories of Change: A total of 3 sets of 4 videos of not more that 3 minutes each packaged in a catchy and compelling manner that provokes discussion and reflection on social norms and behaviors that enable GBV.  A set of 4 GBV Personal Stories of Change will be produced per year over a three-year period.
  • The production of 12 Masiphephe Learning Videos: A set of 4 short video narratives on the experiences and key learnings of Masiphephe Programme Managers and community members participating in Masiphephe Network activities. A set of 4 videos of not more than 5 minutes will be produced per year, over a three period.

The production process will include;

  • Pre-production: reading and preparation for all interviews and filming
  • Production: filming and photo shoot a minimum of 6 in-depth interviews of personal narratives for GBV Personal Stories of Change and Masiphephe Learning Videos, respectively, to be conducted each year
  • Development of full English translated transcripts of all GBV Personal Stories of Change and Masiphephe Learning Video interviews
  • Post-Production: Packaging video content into high quality, low data short videos for distribution across a range of audio visual, mobile and digital platforms. This will include digitalizing, editing, graphics and grading and, sound mixing
  • Consult CCI for message accuracy and quality assurance

Production photography:

Shooting and producing ten high resolution and creative quality landscape and portrait photographs of each person interviewed for the GBV Personal Stories of Change
Shooting and producing four high resolution and creative quality landscape and portrait photographs of each person interviewed for the Masiphephe Learning Videos
 
Key Deliverables

  • Detailed production plan for each set of personal stories
  • Rough cuts of all interviews conducted for each set of GBV Personal Stories of Change and Masiphephe Learning Videos
  • Full English transcripts of each interview conducted for each set of GBV Personal Stories of Change and Masiphephe Learning Videos
  • A USB drive, per year, containing:
    • Fully captioned, print ready selections of ten portrait and landscape photographs of each of the people interviewed for each set of GBV Personal Stories of Change
    • Fully captioned, print ready selections of 4 portrait and landscape photographs of each of the people interviewed for each set of Masiphephe Learning videos.
    • 4 high quality, low data videos of GBV Personal Stories of Change in a format that is suitable for distribution across a range of audio visual, mobile and digitals platforms.
    • 4 high quality, low data Masiphephe Learning Videos in a format that is suitable for distribution across a range of audio visual, mobile and digitals platforms.

The project will be implemented over three years, running from 2020 – 2023. A total of three sets including four GBV Personal Stories of Change will be produced, with one set produced per year over the three period.

Locality

The service provider is expected to shoot onsite in Gauteng, City of Johannesburg: Region E (Alexandra) and Region D (Diepkloof); Mpumalanga: Emalahleni and Mbombela: KwaZulu Natal: eThekwini West and eThekwini North/INK area.

Companies interested in applying for this tender should supply the following:

  • Details of previous USAID funded projects company has participated in
  • CVs of key staff who will be working on the project
  • Detailed workplan for the execution of the project as stipulated on the scope of work
  • Detailed budget cover all activities as per scope of work
  • Company details including Company registration certificate, VAT registration, Tax Certificate, Directors or members or partners of Company, CC or Partnership Empowerment and/or affirmative action policy

Short listed service providers will be notified two weeks after receiving the bids and may be invited to present their proposals in person, at a time that is suitable to both parties. We expect to commission a successful service provider by October 2020.
