Request for Proposal (RFP)
Capital Providers Pre-Qualification
DAI, the implementer of the U.S. Agency for International Development (USAID) Southern Africa Trade & Investment Hub (Hub) project, which is a five-year trade and investment facilitation project, currently in its fourth year of implementation. The Hub is seeking South African-based debt and/or equity providers that have experience and/or an interest in providing capital to small and medium enterprises (SMEs) in the Hub’s target countries in the region: Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, and Zambia with the Hub’s objective being to see increased investment and trade finance into the region as a result of supporting capital providers to enhance their business models.
These business model enhancements will be based on constraints and opportunities unique to each capital provider and could include new market assessments, product development, digital enhancements, process refinements or any innovation proposed by the capital provider that will enhance access to appropriate capital by Hub supported enterprises and similar firms in the broader eco-system in the form of closed deals.
The Hub seeks to increase sustainable economic growth, global export competitiveness, and trade in targeted Southern African countries through increased exports from targeted southern African countries into South Africa, increased investments from South Africa to targeted southern African countries, and sustainable utilization of AGOA opportunities by targeted southern Africa countries.
The Hub recognizes that all bidders may not be able to fulfill each aspect of this RFP therefore bidders are encouraged to focus their responses to this solicitation on technical and geographic areas in which they have demonstrated ability to deliver proven results and services. In addition, Bidders may also look to build a consortium that would comprise multiple organizations/firms submitting a single proposal (refer to RFP document for detailed requirements).

It is anticipated that the Hub will hold a virtual bidders conference on Friday March 20th, 2020 12h00 (Central African Time) and an invitation will be sent to those who would have received full document of RFP. Proposals will be due Thursday, April 2nd, 2020 12h00 (Central African Time). Please do not contact Hub employees regarding this solicitation.
No questions will be answered by phone. Any verbal information received shall not be considered as an official response to any question regarding this RFP.
