CIVICUS is a global alliance of civil society organisations and activists dedicated to strengthening citizen action and civil society throughout the world. We were established in 1993 and since 2002 have been proudly headquartered in Johannesburg, South Africa, with additional hubs across the globe, with a membership alliance with more than 7000 members in more than 175 countries. Our definition of civil society is broad and covers non-governmental organisations, activists, civil society coalitions and networks, protest and social movements, voluntary bodies, campaigning organisations, charities, faith-based groups, trade unions and philanthropic foundations. Our membership is diverse, spanning a wide range of issues, sizes and organisation types. Our staff is based across the globe in over 20 countries. CIVICUS is diverse in nature and has been searching for practical ways to implement diverse and inclusive principles within civil society.

Diversity and Inclusion has become a hot topic within civil society in recent years. Knowing there is no ‘people power’ without true principles of diversity and inclusion, many in the sector are taking a step back and evaluating how this core principle is being integrated into programmes and operations. Recent scandals in civil society have posed troubling questions about how strongly we adhere to our values in practice. CIVICUS has facilitated multiple convenings to discuss the major obstacles and barriers that civil society is facing that prevents the sector to practice what it preaches. Civil society must lead by example. We need to experiment and model workplace diversity and inclusion and change our leadership styles to do so.
Consultancy Background

Civil society has taken steps to reflect and grow on diversity and inclusion. CIVICUS is testing out a new programmeto identify the unique issues that are faced by civil society organizations and how to approach change looking at the short term fixes and long term deep structural change. CIVICUS has selected 6-8 pilot organizations through an open and transparent selection process to improve organizational health in regards to diversity and inclusion. The first step of the process is to have an external party conduct a diversity and inclusion audit which will assist the organization in taking stock of its current practices, identifying gaps, and providing an observational report with specific recommendations.

CIVICUS is seeking to hire 7 short-term consultants to co-develop an evaluation framework in order to take stock of an organization’s work and shortcomings on diversity and inclusion. The consultant will then spend a few weeks with the partner organization and complete a diversity and inclusion audit through interviews with employees, constituents and partner organizations as well as through an analysis of current policies and how they are used.

The consultant will work closely with the CIVICUS Diversity and Inclusion Coordinator.

The consultant will be responsible for providing a final report that details their findings from the diversity and inclusion audit, complete with short term and long term recommendations.
CIVICUS is seeking to hire short-term consultants to work with partner organizations in the regions indicated in the table below.

Individual consultants can apply to a single lot. The consultant should be based within the same region as the partner organization and should submit a proposal taking into account the size of the organization that it plans to work with as indicated in the table below.

Consultant teams or organizations can choose to apply to a single lot, multiple lots or all lots. As with individual consultants, it is mandatory for teams or organizations to have a representative in each region applied for that will take lead on the assignment.

Scope and objectives of Diversity and Inclusion Audit

The diversity and inclusion audit will be looking at policies and practices around sexual harassment, power structures, recruitment and benefits, accessibility and accountability. Additionally, through interviews and observations, the audit is also aiming to approach the following shortcomings in civil society organizations:

  • Our policies may not enable those who we work with to have a voice. We often fail to connect with the people we serve and understand their needs, particularly those who may not share our ways of seeing the world.
  • We may have strong policies on paper on gender equality and whistleblowing and claim to have strongly consultative decision-making processes, but leadership styles and organisational cultures may make it harder for people from excluded groups to make their voices heard and gain leadership roles.

CIVICUS would like this process to be consistent across each region where possible but is also open to changes and adaptations to local circumstances and culture.
Indicative Activities

Consultancy activities include, but are not limited to:

  • Commenting on draft outline of questions to cover
  • Organizing calls with the other consultants to agree on approach and on which questions will be considered across the board
  • Creating a draft plan identifying areas that will need to be adapted based on local context
  • Finalizing the audit plan with the Diversity and Inclusion Coordinator
  • Working with the partner organization to complete this audit (may take a few weeks)
  • Facilitate 10+ interviews
  • Policy analysis
  • Full report of findings with recommendations on next steps

Timelines and Deliverables

  • Finalization of audit plan: 04 September 2019
  • Diversity and Inclusion Audit: 09-27 September 2019
  • Final Report Submission: 04 October 2019

Experience and Skills

  • Demonstrable experience working on diversity and inclusion within organizations.
  • Previous experience conducting an audit similar to diversity and inclusion
  • Ability to convey evaluative concepts (such as Theory of Change, Results Framework, SMART indicators, Outcome Harvesting etc.) in digestible, user-friendly formats
  • Experience in international development, civil society fields and is used to working with different types of organizations
  • Experience in blended and adaptive learning approaches advantageous
  • Strong organisational skills with the capacity/availability to meet above deadlines

  • Cover Letter describing personal and professional approach to this assignment with a proposal on how you hope to accomplish the objectives.
  • Full CV outlining relevant expertise in relation to the requirements of this assignment with examples of previous relevant capacity development products.
  • A financial proposal including daily rates and estimated days for completion of this project. Travel is required for this consultancy, so please also provide a separate budget for projected travel costs.
  • Financial proposals should not exceed $10,000 USD before anticipated travel costs.
