ROLE OVERVIEW

Grassroot Soccer SA (GRS SA) would like to appoint a Programme Manager on a Short Terms Contract that will be responsible for the overall management and implementation support of the Project:  Support, Prepare, and Engage Vulnerable Youth in the City of Johannesburg (Regions D, F, and G) as of the 1st of August 2019.
 
KEY RESPONSIBILITIES

The main focus of the role will be to support the existing implementing team to ensure enrollment, serving/re-serving of OVC, recruitment & serving CLHIV and roll-out of evidence based-curricula and to ensure targets are met during the contract period, with emphasis on daily programme delivery support, overall daily coordination of activities, target tracking and supervising a team of x4 Programme Coordinators, x1 Clinical Coordinator, x1 Economic Strengthening Coordinator – who in turn manages a team of 120 programme implementers, up to close out of the programme at the end of September 2019.
 
The role also includes close liaison with the Senior Programme Manager, Senior M&E Manager, GRS Global Impact Manager & prime funding partner (when required), supporting Orphans & Vulnerable Children and Youth (OVCY). Working closely with GRS Bridge Project Coordinators in Regions D, F & G in the City of Johannesburg,  the Senior Programme Manager, Senior M&E Manager and the Prime funding partner for the Bridge Programme on a daily, weekly and monthly basis  (including daily and weekly progress meetings as well as daily tracking of reach and feedback to the prime funder), the role requires a fast, assertive and detail orientated supervision/management approach in terms of running with- and strengthening existing strategies to reach OVC_Serve, re-serve and CLHIV enrollment and support implementation, with scope for additional, proven strategies (based on previous experience) to be considered to strengthen programme reach where possible.  Please note that this position will be based in GRS’ Johannesburg office – with frequent travel to its satellite delivery offices in Soweto and Orange Farm area.
 
Included further:

  • Oversee the project’s work plan and quarterly reporting
  • Accountable for execution of the project and ensuring the project meets it’s targets and deliverables by end September 2019.
  • Manage, supervise and provide support to relevant programme and project staff
  • Work with Senior Programme Manager and Senior Finance & Operations Director to ensure programme spending according to budget (This includes scrutinizing the monthly project and programme expenditures).
  • Work with Senior M&E Manager and dedicated M&E team to ensure data is forwarded in a timely manner from the field and ensuring that the programmes staff are working in a coordinated manner to ensure M&E objectives are reached on a daily basis

REQUIRED, KEY PROFESSIONAL EXPERIENCE

  • 5+ years’ experience managing HiV Prevention & OVC programmes in the City of Johannesburg (with socio-economic empowerment and working knowledge of the clinical support component strongly preferred).
  • Experience working on USAID- or PEPFAR-funded programmes.
  • Strong management, interpersonal, analytical, and problem-solving skills for managing programmes across various districts and staff / volunteers / partners
  • Excellent verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate
  • Ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities within a short time-frame
  • Ability to work under pressure in an assertive yet patient & supporting manner.

ADDITIONAL PROGRAMME INFORMATION

The overall goal of the project is:

  1. To increase the number of adolescents and youth between the ages of 15-24 years’ old who receive a package of evidence-based socio-economic interventions that equip them with the assets and skills they need to negotiate livelihood choices and health behaviours that lead to better health outcomes and mitigate the impact of HIV and AIDS on this vulnerable group. 
  2. To improve the wellbeing of the households of vulnerable adolescents and youth by increasing their ability to better prevent and cope with challenges (social, health, and economic) and mitigate the impact of HIV and AIDS on the family.
  3. To advocate and mobilize community support and resources to increase adolescent and youth access to information, networks, and new technologies that build linkages to professional and community networks and reduce social exclusion through a youth engagement community of practice that will support meaningful youth engagement, the development of measurement indicators and contribute to building evidence, resources, and tools.
