Deloitte Consulting Overseas Projects LLC seeks individuals who have a passion for making a difference in the lives of people in the Southern African region and demonstrate leadership, versatility and integrity in their work. We are seeking exceptional Pretoria-based candidates for the USAID Southern Africa Energy Program (SAEP).
The USAID Southern Africa Energy Program (SAEP) works to advance energy policy and regulatory reform, and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional energy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.
Position Description, Objective & Responsibilities:
The Environmental Officer will Support the SAEP team in the successful implementation of all aspects of the Program’s Work Plan and achievement of the Program objective. Specifically, ensuring that all SAEP activities comply with the environmental impact requirements set forth in the USAID SAEP Environmental Mitigation and Monitoring Plan (EMMP) / USAID Initial Environmental Assessment (IEE).
- Undertake due diligence by completing initial environmental and social reviews for i) proposed activities under consideration by SAEP for delivery and ii) transactions SAEP may support, as follows:
- Completing US federal environmental compliance requirements for all SAEP activities and transactions, as mandated by EMMP / IEE
- Ensuring that as these procedures are completed for all qualifying activities and transactions prior to commencement of support, and that source documentation for these activities and transactions are maintained within SAEP
- Assisting to identifying and developing mitigation plans for environmental and social impacts resulting from SAEP activity preparation and/ or implementation
- Where relevant, verifying that the US Government agencies, international financial
- institutions, host country governments, project developers and private banks involved in a particular activity or transaction are applying their own environmental and social safeguard policies
- Implementing the training component of the IEE's conditions, including compiling training material and interacting with activity managers / transaction advisors and relationship managers by means agreed to convey the material and ensure they have a solid understanding of environmental and social assessment and safeguard approaches
- Compiling and disseminating relevant information on the environmental and social appraisal procedures of all partner US Government agencies involved in some SAEP transactions
- Checking the status of transactions in the SAEP transaction tracker to check if they require re-assessment in PATT due to stage changes or scale changes.
- Be aware of and track the compliance status of each and every SAEP activity and transaction and ensure both internal and external tracking tools are maintained and up to date
- Work closely with SAEP counterpart organizations (project developers, government agencies, financing entities, etc.) to determine and confirm actual use of their own environmental and social impact assessment standards
- Work with the SAEP Gender Specialist to ensure the explicit incorporation of gender issues into activity and transaction environmental and social assessment and management planning
- Compile procedures for ensuring environmental aspects of projects are addressed in the project pipeline
- Report regularly on progress, contributing as needed to bi-weekly, monthly and quarterly reports
- Other duties as assigned
Minimum Skills, Education & Experience:
- Completed A Bachelor’s Degree in Environmental Sciences, Biology, Ecology or A Related Field.
- At Least 3 Years' Practical Experience in Environmental Legal Compliance and Environmental and Social Sustainability and Safeguard Systems.
- Practical Experience Completing Environmental and Social Impact Assessments for Large Scale Infrastructure Projects.
- Experience with Arrange Of Energy Sector Projects Including IPP Construction, Utility Grid Expansion, Mini-Grid Construction, Solar Home Systems Delivery And Others.
- Proven Written and Oral Communication Skills; Strong Research, Teamwork and Interpersonal Skills;
- Prior Experience on A Donor-Funded Energy Sector Project Delivery. USAID-Funded Project Preferred;
- High Proficiency in Microsoft Office Suite (E.G., Excel, Project, PowerPoint, Word);
- Strong Individual Initiative, including the Ability to Take Ownership of Work and Work Product, Motivate Others to Produce Strong Work Product and Solve Problems
NOTE: South African permanent resident permit holders will be considered for this role. No relocation cost will be covered by Deloitte Consulting Overseas Projects LLC or the USAID Southern Africa Energy Program.
