German-based Kindernothilfe e.V. (KNH) seeks to contract a qualified consultant in South Africa to assist with updating the current Country Strategy Paper (CSP) of KNH in South Africa, which ends in December 2019.

KNH has worked in South Africa for almost 40 years and is currently cooperating with 14 partners including faith-based organisations and other local non-governmental organisations (NGOs). These partners are supported in implementing their long-term projects. They address various challenges children face in South Africa. Focal provinces of KNH are currently KwaZulu-Natal, Limpopo and Eastern Cape.

The current country strategy for KNH’s work in South Africa aims at creating conditions in which children’s rights are nurtured and in which the (most) relevant child rights violations in the country are contained, addressed and prevented. The formulation of the strategic objectives for the program work of KNH in South Africa for 2014-19 was based on a child rights situation analysis in 2012 that analysed the dimension and gravity of child rights violations in general and per province, and the response from government and civil society organisations to eliminate child rights violations. Based on this analysis, KNH set four strategic objectives for the current CSP.

When considering a new CSP for South Africa for 2020 to 25, KNH decided not to update the previous child rights situational analysis (CRSA) but rather to update the existing CSP and use the existing CRSA as a background document. The successful consultant will be asked to critically examine the four overall objectives of the current CSP and give recommendations to KNH on whether any pressing new issues should be added. The consultant will also be asked to consider whether any cross-cutting issues should be included in the new CSP.

The successful consultant shall be expected to carry out the following:

  • Revision of the previous CSP
  • Update of data of relevant areas
  • Focus of the analysis on objectives and other aspects declared important by KNH 
  • Ensure that children’s voices are heard when it comes to prioritisation of rights
  • The remaining KNH partners in South Africa will be consulted for their feedback during an All-Partners meeting, planned for August 2019

KNH prefers the assignment to be started with the signing of the contract around 1 April and to be completed with the final report submitted to KNH by latest 31 August 2019.

Consultants or agencies, based in South Africa, who are interested in conducting this assignment are requested to submit their proposal by email, with detailed information including:
A technical proposal presenting:

  • Their understanding of the TOR
  • First suggestions on the methodology to be applied
  • A proposed schedule
  • CVs of key persons to be involved including their roles and responsibilities
  • References on similar assignments already conducted

A detailed financial proposal with a break-down of costs for professional fees, travel, per diems and other related costs.
