Centre for the Advancement of Community Advice Offices in South Africa (CAOSA) is a national organisation that supports the delivery of legal and related services through Community Advice Offices in locations where poor, marginalised and vulnerable people are based, in languages they speak and in an accessible meaningful way, so that they can realise their constitutional rights. The Organisation is committed to building a strong voice for the Community Advice Office (CA0) sector, building the capacity of its practitioners, and enabling them to provide quality access to justice to the marginalised communities. 

CAOSA seeks to appoint a Programmes Manager to be based in Johannesburg.

Report to: The Director

  • Contribute to the development and review of appropriate organisational strategies as part of the Management Committee   
  • Conceptualise and develop new programmes to support the strategic direction of the organisation in consultation the Director        
  • Direct and manage the implementation of all organisational programmes    
  • Establish short and long term programme deliverables and ensure team members meet them          
  • Support the Director in organisational objective alignment and developing business cases
  • Research, identify and match CAOSA objectives with potential donors’ objectives
  • Develop concepts and proposals for new programme initiatives          
  • Facilitate the recruitment of programme staff    
  • Manage a team with a diverse array of talents and responsibilities.    
  • Contribute to and ensure the planning and development of the organisation’s advocacy strategies and periodically review the strategies          
  • Initiate and coordinate policy lobbying and advocacy activities           
  • Stimulate debate on policy issues within the organisation      
  • In consultation with the Director, facilitate the exchange of information within the organisation and with external stakeholders
  • Develop and implement research tasks as per the project design   
  • Manage research as per the project work programme and supervise staff delegated to these tasks
  • Monitor the programme activities on a regular basis and conduct annual evaluation according to the programme evaluation framework


  • A minimum of a degree or equivalent in a relevant qualification e.g. law, social sciences, development studies, political science
  • Minimum of seven years’ experience at management level
  • Minimum of five years’ experience in non-government organisation (NGO) sector
  • Understanding of access to justice, human rights, advocacy, national development, community development and governance
  • Experience in undertaking successful fundraising and income generating processes
  • Knowledge of general development trends
  • Knowledge about donor funding strategies and trends
  • Experience in translating vision into new programmes
  • Extensive human capital management and supervision experience
  • Organisational skills
  • Written and oral communication skills
  • Experience in negotiations, liaising and managing relations with donors and staff members
  • Ability to independently plan, manage, work with considerable competing priorities and demand to meet strict deadlines
  • Analytical and strategic capabilities
  • Ability to conceptualise and turn ideas into pragmatic solutions
  • Problem-solving skills
  • Ability to lead teams and foster teamwork
