Beyond Zero (BZ) has been successfully implementing comprehensive services across the HIV and TB care continuum in the Eastern Cape (EC), KwaZulu-Natal (KZN) and Limpopo Provinces in the past 16 years; targeting key and vulnerable populations including adolescents and youths, sex workers (SW), orphans and vulnerable children (OVC) and men who have sex with men (MSM) and people living with HIV amongst others. As one of the 4 nominated Principal Recipient (PRs) in South Africa to lead and provide strategic management, oversight, monitoring and evaluation on the implementation of the Global Fund grant for the period April 2019 until March 2022, Beyond Zero is recruiting to fill the following Core Positions under the GF funding mechanism.
 
Location:                         BZ Head Offices in East London, Eastern Cape or BZ Gauteng Offices.
 
Contract duration:        One year fixed term with possibility of extension for 3 years  
                                        depending on funding availability.
 
Anticipated start date:  1 April,2019

Remuneration:              Market related.
 

1 X PROJECT DIRECTOR

Position Description Summary: The PD provides technical guidance, supervision and support to Beyond Zero’s strategic planning at Head Office and district level on the implementation of programmes in all supported districts. Oversee development and periodic revision of program objectives and activities, technical staff work plans and budgets. Coordinate programs to effectively implement program activities and meet objectives. Facilitate regular technical staff meetings and conduct regular supervisory meetings with individual program staff. Monitor progress towards program objectives and timelines, including regular reporting to, communication with donors.

Duties & Responsibilities

  • Provide technical guidance, supervision and support to Beyond Zero’s strategic planning at Head Office and district level on the implementation of programmes in all supported districts
  • Provides technical expertise, leadership and collaborates in the designing, implementation, monitoring and evaluation of activities/projects with a particular focus on health systems areas of health governance, quality improvement, human resources and public financial management.
  • Ensure all programs are integrated within the health and other technical sectors wherever appropriate.
  • Take lead role by providing technical and programmatic expertise in planning, implementing and evaluating annual work plans for national programs.
  • Facilitate in preparing project financial management documentation in areas of program responsibility, with input from responsible technical and finance staff.
  • Actively participate in preparing for SR contractual agreements 
  • Provide programmatic and administrative oversight of MSM, AGYW and CRS modules to ensure the achievement of results, advising and authorizing implementing partners to undertake specific courses of action consistent with current grants policies and regulations.
  • Ensure mechanisms are in place to monitor the implementation of projects, including progress toward achieving objectives and targets with high quality and on-time performance.
  • Maintain strong relationships with all stakeholders in the key vulnerable population environment.

Minimum Requirements

  • Medical degree (MBChB), degree in Public Health or other relevant fields is a pre requisite:
  • Master’s degree in public health or social science is required,
  • 5 to 7 years work experience with international funding agencies in the field of HIV /AIDS and TB.
  • Experience managing programs, including fiscal management required.
  • Ability to establish and maintain effective working relationships and an extensive range of contacts with Key vulnerable population networks, donors, implementing partners, NDoH officials, provincial and district - level DoH and non-governmental organization counterparts
  • Must possess high quality analytical skills and ability to assess ongoing public health interventions to evaluate their efficacy and efficiency in relation to significant economic, political and social trends in the country.
  • Ability to plan, organize, manage and evaluate important and complex projects.
  • Ability to communicate effectively, both orally and in writing is essential. Word - processing and computer skills are required. Excellent interpersonal skills and an ability to work in a team environment also required.
  • Ability to work in a highly pressurized work environment with short deadlines.
  • Valid driver’s license and ability to travel extensively as and when required

1 X CHIEF FINANCIAL OFFICER (CFO)

Position Description Summary : The CFO is accountable for the administrative, financial, and risk management operations of BZ,  including  the development of a financial and operational strategy, metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve Beyond Zero’s assets and report accurate financial results.

Duties & Responsibilities:

  1. Strengthen finance human resource strategies by determining accountabilities; communicating and enforcing values, policies, and procedures; implementing recruitment, selection, orientation, training, coaching, counselling, disciplinary, and communication programs; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation strategies.
  2. Review existing finance organizational strategies by contributing financial and accounting information, analysis, and make recommendations to strategic thinking and direction; establishing functional objectives in line with organizational objectives.

Planning –

  • Participate in organisational planning sessions
  • Monitor and direct the implementation of strategic business plans;
  • Develop financial and tax strategies;
  • Manage the capital request and budgeting processes

Operations –

  • Participate in key decisions as a member of the executive management team;
  • Maintain in-depth relations with all members of the management team;
  • Manage the accounting, human resources, legal, tax, and treasury divisions;
  • Manage any third parties to which accounting or finance functions have been outsourced

Risk Management –

  • Understand and mitigate key elements of the organization's risk profile:
  •  Monitor all open legal issues involving the company, and legal issues affecting the industry;
  • Construct and monitor reliable control systems;
  • Ensure that record keeping meets the requirements of auditors, funders and SAG;
  • Report risk issues to the line manager and audit committee of the board of directors;
  • Maintain relations with external auditors and investigate their findings and recommendations

 Minimum Requirements

  • Master's degree in accounting or business administration, or equivalent business experience
  • Preference will be given to candidates with a CA
  • 5 years ‘experience in senior managerial position in NGO sector.
  • Experience in partnering with an executive team,
  • High level of written and oral communication skills.
  • Results-oriented, strategic thinker and planner.
  • Valid driver’s license and ability to travel extensively as and when required

 
1 X CHIEF RISK OFFICER (CRO)

Position Description Summary: The CRO will be responsible for identifying, analysing and mitigating internal and external events that could negatively affect the organization. CRO will be responsible for promoting effective corporate governance and maintaining a strong compliance culture. This individual is the executive accountable for enabling the efficient and effective governance of significant risks, and related opportunities. This role is responsible for assessing and mitigating significant competitive, regulatory, legal, and technological threats. The CRO is responsible for the firm’s risk management operations, including proactively managing, identifying, evaluating, reporting and overseeing the firm’s risks externally and internally through the implementation of an effective Enterprise Risk Management program.
 
Duties & Responsibilities:

  • Provide risk expertise while working closely with senior management to identify and measure enterprise risk for the organization
  • Provide risk guidance for projects
  • Work with Technical Leads in the development of risk management systems and strategies, recommending ways to control or reduce risk
  • Ensure appropriate data management, validation and testing within the risk management system
  • Establish reliable risk management tools for monitoring of SRs.
  • Establish an internal audit charter within BZ.
  • Perform such other functions as authorized by the CEO in carrying out official duties and responsibilities of position

 Minimum Requirements:

  • Degree in business, finance, risk management or a related field
  • Strong business acumen.
  • Risk Management professional certification is desirable.
  • Proven experience in implementing and managing Enterprise Risk Management strategy and governance, risk and compliance activities
  • 3 years’ progressive experience as a senior level executive in risk management in the NGO environment.
  • Advanced subject matter expertise in one and preferably more of the following areas:
    • Risk Management
    • Crisis Management
  • Strong verbal and written communication skills
  • Proven initiative and ability to gain consensus
  • Valid driver’s license and ability to travel extensively as and when required
