We are seeking exceptional candidates with expertise in conceptualizing and implementing Energy Efficiency and Demand Side Management Programs for the USAID Southern Africa Energy Program.
The USAID Southern Africa Energy Program works to advance energy policy and regulatory reform, and to accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional energy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.
Position Description and Objectives:

Deloitte Consulting LLP seeks an Energy Efficiency and Demand Side Management Specialist to support initiatives for counterparts in the SADC region. The specialist will review both energy efficiency and demand side management policies and programs and develop implementation strategies and action plans. The Specialist will assist the counterparts to gather best practices, to lead or attend meetings, and to share these best practices with the relevant stakeholders. The position is offered in the framework of the USAID Southern Africa Energy Program (SAEP) and advances the objectives of Outcome 4, which focuses on Renewable Energy generation and Energy Efficiency.
Responsibilities, Outcomes and Deliverables:

The selected EE/DSM specialist will assist counterparts in a number of SADC countries to identify leading practices and distill these into action plans for EE and DSM policies and programs. The identified countries have existing EE/DSM policies and programs and they need support in ensuring that the policies can be refined, to ensure success in implementation, and that appropriate implementation plans are in place to achieve set goals. The responsibilities of the selected specialist will include the following:

  • Review of existing EE and DSM policies and plans (gap identification)
  • Formulation of recommendations for policy revision
  • Identification of relevant leading practices in EE/DSM policy and strategy
  • Design and Facilitation of stakeholder consultations and consensus building working with senior government officials, the private sector and academia
  • Design of strategies and setting sector targets for energy efficiency
  • Formulation of Action Plans to support EE/DSM program implementation
  • Formulation of options for financing the implementation of EE/DSM programs
  • Definition of role of education, training and research in sustainable EE/DSM programs

Minimum Skills, Education & Experience:

  • A Bachelor’s Degree degree in Electrical Engineering is the minimum degree requirement; a Master’s qualification will be an advantage
    • Candidates with appropriate BSc/MSc/MA qualifications and relevant experience will be considered
  • A minimum of 10 years’ experience in Energy Efficiency and Demand Side Management (EE/DSM)
  • A minimum 5 years’ experience with developing and reviewing EE/DSM policies and programs
  • Experience with working with senior government officials and executives in private companies
  • Excellent oral and written communications skills, including demonstrated ability to communicate effectively with different stakeholders with diverse education levels and in a multi-cultural environment
  • An advanced ability to write technical and non-technical reports is essential
  • Ability to develop, analyze and articulate project issues and to diagnose problems and propose reliable solutions
  • High proficiency in Microsoft Office suite (e.g., Excel, Project, PowerPoint, Word);
  • Prior experience on a donor-funded energy sector project. USAID-funded project preferred
  • Experience in developing country environments and experience in Southern Africa required
  • The applicant should be a citizen of one of the countries in the SADC region and, preferably, have experience in doing energy policy/ regulatory work in Botswana, eSwatini, Namibia and South Africa
  • Ability to work rapidly with multiple teams in various locations, and as required, as well as work remotely
  • Strong interpersonal and communication skills (both oral and written); commitment to working with a distributed team and result oriented collaboration with colleagues
  • Fluency or native-level English language ability
