The Government of Lesotho’s Ministry of Social Development (MoSD), with technical assistance from BRAC, will plan and launch the implementation of the Graduation CDM program in Lesotho. This support is proposed to take place from September 2018 to April 2019. The IEC Consultant provides communications, design, and translation services to support the planning and launching of this program.

  1. Background

Government of Lesotho’s Ministry of Social Development (MoSD) for the Implementation of the Community Development Model
 
In Lesotho, national poverty is an entrenched and intergenerational challenge the country has endeavored to address through various social protection mechanisms provided through the Government of Lesotho’s Ministry of Social Development (MoSD), among other contributing ministries. At present, the Ministry of Social Development has initiated integration of three main social safety net programs - the Child Grants Programme (CGP), Public Assistance programme, and Orphans and Vulnerable Children (OVCs) bursary – to increase economies of scale and better target the poorest of the poor. This integration includes the incorporation of a Community Development Model, which aims to increase social and economic welfare while enhancing the enabling environment they reside in.
 
Translating CDM into a set of sequenced and layered interventions targeting the poorest requires packaging the model with activities designed to transition households into more sustainable and resilient livelihoods. The Graduation Approach, now implemented globally across more than 49 countries, provides an ideal vehicle for tailoring CDM interventions to accelerate a graduation pathway for the poorest.
 
MoSD, with technical assistance from BRAC, will plan and launch the implementation of the
Graduation CDM program in Lesotho. This support is proposed to take place from September 2018 to April 2019. The IEC Consultant provide communications, design, and translation services to support the planning and launching of this program.

  1. Objectives

The Information, Education, and Communications Consultant (hereafter indicated as “Consultant”) will design, format, and translate training and communications materials as provided by the client. These will consist of training presentations and materials for distribution, field guide handbook, operational manual, monitoring tools, and other materials as agreed upon by the consultant and client.

  1. Scope of Work

The Consultant will take on a variety of tasks and responsibilities, which will be defined and refined as the work plan progresses. The Consultant is expected to complete the following types of tasks:

  • Design, format, and translate (from English to Sesotho) participant materials including:

    • Training Materials & Tools:

      • Livelihoods technical training
      • Social empowerment and life skills trainings
      • Community mobilization training
      • Financial literacy and business management training
  • Design, format, and translate staff materials including:

  • Program Monitoring Tools and Forms
  • Program Field Guide
  • Program Operational Manual
  1. Outputs & Implementation Timeframe

Payment is contingent upon submission of timesheet and deliverables deemed satisfactory by the Client, approved by the Assignment Manager. Additional days beyond the allocated time frame of 30 days must receive written approval from MoSD before taking effect. All submissions should include draft submission with solicitation of feedback before final submission of revised material.

  1. Qualifications and Experience

Education

  • Bachelor Degree in communications, design, or other field

Experience

  • Proven experience as an editor and designer

Competencies

  • Fluency in English and Sesotho

  • Strong visual presentation and design skills supported by demonstrated experience

  • Excellent computer skills and experience in preparing communication materials

  • Demonstrated ability to work with minimal supervision on independent tasks

  • Understanding of vocabulary, terminology, and references in international development

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability

  1. Assignment Duration

The total duration for this assignment is an estimated 30 working days between February 1, 2019 to May 31, 2019.
