SOCIAL AUDIT EVALUATION CONSULTANCY 
 
Action Aid (AA) is a global movement of people working together to further human rights for all and end poverty.

ActionAid SA is involved in the mining industry through a number of programmes. This project, while funded through MISEREOR to achieve specific outcomes, is nonetheless integrated into the overall programmatic strategy of AASA and as such utilizes synergies and collaboration with other projects run by AASA.

One such project is the Social Audit Project which is a community led process that facilitates public participation in the monitoring of government service delivery and expenditure (in this case impacts of mining).During the social audit process, communities use the methodology to mobilise community members around a community organisation which then identifies a key social deliverable based on a study of government and private sector documents – such as the Social  and Labour Plans ( SLP`s) which are a mandatory requirement to obtain a mining licence. The community then compares them to their experiences as recipients of public services. Evidence and experiences are collected, presented and then discussed with government and company officials at public hearings. Through the use of a methodological process we hope to build local organisations and their capacity to claim their rights. Local organisations will be linked through the MACUA network to amplify their work and voices

Objectives of the Consultancy Evaluation.
This evaluation, which will be jointly assessed by an independent consultant appointed by the Funder of this project as well as an independent consultant appointed by AASA and who will work in collaboration with each other, will aim to assess the following:

1. Relevance
The extent to which the project is suited to the priorities and policies of the target group, the organisation responsible for the project and the donor organisation.
2. Impact (Outcome)
The positive and negative changes produced by a project, directly or indirectly. What real difference has the project made to the beneficiaries in terms of social, economic, political, cultural, and ecological changes, taking into account the gender dimension?
3. Effectiveness
A measure of the extent to which a project achieves its objectives as laid out in the project contract, i.e. a comparison of the intended outcome with the observed outcome.
4. Efficiency 
What evidence is there to indicate that the project was implemented with due efficiency under the given circumstances?
5. Sustainability
Sustainability is concerned with measuring whether the benefits of a project are likely to continue after funding has been withdrawn. Benefits need to be environmentally as well as economically, technologically and socially sustainable.
6. The Report
The report must be authored by the two consultants jointly and each consult will be jointly responsible for the final report.The report shall be at maximum 25-30 pages long excluding annexes and must include the following aspects:

ActionAid South Africa seeks to procure the services of independent consultants to undertake an external evaluation of the MISEREOR funded programme. Interested parties are invited to submit proposals to conduct this evaluation.
