An exciting opportunity exists for a Data Scientist who will be based at the Bisho Office, in the Eastern Cape. The successful applicant will join our Health Information Systems team working in the Eastern Cape alongside the Department of Health (DoH) on their 90-90-90 programme for HIV and TB. The Data Scientist will be working with large and often complex health data sets, analysing data elements and health indicators, cleaning data and optimising ETL (Extract, Transform and Load) processes to facilitate the achievement TB HIV Care’s (THC)  goals in partnership with the Eastern Cape Department of Health.

Minimum requirements:

  • Minimum of a MSc in Mathematics, Economics, Epidemiology, Information Management or Statistics
  • Minimum of 7 years relevant work experience

Key Performance Areas:

  • Develop and implement data analyses, data collection systems and other strategies that optimize statistical efficiency and quality
  • Undertake data collection, pre-processing and analysis
  • Acquire data from primary or secondary data sources and maintain databases
  • Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems
  • Build models to analyse UNAIDS 90-90-90 performance
  • Develop and deploy linkage algorithms (probabilistic and non-probabilistic) to match patient records across facilities and to track patients through the continuum of care
  • Identify, analyse, and interpret trends or patterns in complex data sets using statistical techniques, with a focus on increasing health service efficiency
  • Present information using data visualization techniques
  • Work with management to prioritise DoH health information and analytic needs
  • Locate and define new process improvement opportunities
  • Manage a team of database administrators
  • Support the development and maintenance of a data warehouse
  • Optimize ETL (Extract, Transform and Load) processes

Knowledge, Skills and Competencies:

  • Proven working experience in data analysis and management
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques
  • Strong knowledge of and experience with reporting packages (Power BI, Tableau, SQL server reporting service), databases (SQL etc.), programming (Structured Query Language (SQL), XML, JavaScript, Python, ETL frameworks) and APIs (Application Programming Interfaces),
  • Knowledge of statistics and experience using quantitative research methods and statistical packages for analysing datasets (Excel, SPSS, SAS, STATA etc.)
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy
  • Adept at queries, report writing and presenting findings
