The Clinton Health Access Initiative (CHAI) hereby wish to invite suitably experienced prospective offerors to submit a proposal for the provision of consultancy services for development of a TIER.Net web-based support portal.

This Request for Proposal falls under the ambit of a Service Level Agreement between the National Department of Health (NDOH) and CHAI, using Global Fund grant funding. CHAI is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses.  In South Africa CHAI is registered as a PBO in terms of section 14 of the Companies Act, 2008.

Interested and suitably experienced prospective offerors are encouraged to submit a written proposal, comprising technical and financial components. A detailed Request for Proposal can be downloaded from

Please note that the cost of preparing a proposal shall be borne by the offeror, regardless of the outcome of the solicitation process.  It is likely that the budget for this activity will be between ZAR 600,000 and ZAR 800,000. Please note the proposal should be submitted before 18 May 2018 at noon.
