Higher Education Training Health Wellness Development Centre NPC t/a HEAIDS is, an initiative of DHET, undertaken by Universities South Africa (USAf) and South African College Principals NPC (SACPO), that seeks to reduce the impact of the HIV epidemic and other related public health challenges on society by developing and supporting programmes at public universities and technical and vocational education and training (TVET) colleges.

HEAIDS seeks to appoint a Programme Officer to be based in Gauteng.

Fixed term Contact (1 March 2018 to 31 March 2019)

Salary: Market- related salary package

Responsibilities:

Data Management:

  • Develop and enhance data collection tools and data capturing templates
  • Electronic and manual collection of data sheets, from all Team Leaders and Programme Managers
  • Electronic and manual storage of all data
  • Verification of all data
  • Collation and integration of Data
  • Analysis of data
  • Maintenance of master data
  • Generation of data reports
  • Train data capturers and oversee data capturers 

Programme Implementation: 

  • Operational planning and implementation of programmes at TVET
  • Distribute national educational and promotional materials
  • Provide project support as needed to TVETs with regard to the ordering of collateral for activations
  • Mobilise partners to provide services required for specific projects (e.g. testers needed to reach HCT targets set)
  • Conduct social mobilisation and reach activities such as dialogues, information sessions, etc. at TVETs
  • Maintain collaboration arrangements with stakeholders to ensure sustainability of regional projects through partners 

Administration and Reports:

  •  Administer day to day operational aspects of HEAIDS programmes
  • Organise and administer meetings and the diary of the Senior Manager Operations
  • Prepare minutes, reports, documents and information for the Senior Manager Operations
  • Establish and maintain a proper filing system within the Programme unit
  • Assist with facilitation of all programme audits and prepare relevant documents for the audits
  • Request quotes from service providers, process motivation for procurement and secure approvals 

Adhoc:

  • Assist with any ad-hoc duties as required
  • Assist and support the Programme Administrators for HEI and TVET Support as needed

Requirements:

  • Bachelor’s Degree preferably in the field of HIV/AIDS or related discipline
  • At least three to five years’ experience in general administration, project administration and programme coordination
  • Experience of organising and providing administrative assistance in an office environment
  • Record keeping and filing system
  • Expert handling of data management
  • Knowledge of HIV/AIDS and TB issues in South Africa is desirable, together with demonstrated understanding of the Higher Education sector
  • Basic skills managing grants and allocated budgets will be advantageous
  • Ability to manage complex problems proactively and effectively, including responses to field based emergencies
  • Ability to achieve high performance goals and meet deadlines in a fast paced environment
  • Ability to exercise discretion in dealing with confidential or sensitive matters
  • Strong organisational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail and deadlines
  • Strong interpersonal skills and the ability to build relationships with stakeholders, including staff, external partners and donors
  • Demonstrate proactive approaches to problem-solving with strong decision-making capability
  • Demonstrate professional aptitude
  • Computer literacy, Microsoft Office (Word, Excel, PowerPoint) adobe acrobat and social media web platforms
  • Strong English report writing skills
  • A valid driver’s license and own vehicle
