The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world.  The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. . The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).
The Southern Africa Cluster Reports to the Africa Regional Office based in Nairobi and is based in Pretoria and provides overall guidance and support to the 10 National Societies in the Southern Africa sub region

Job purpose

The Finance Officer will be assigned responsibilities to ensure effective and efficient delivery of Finance and administration services for the cluster office. The incumbent will report to the Senior Finance and Administration officer.

Job duties and responsibilities

Data capturing  on  Coda Accounting system
  • Ensure a Correct Data entry including verification of correct Accounting codes, dates and description for all Bank Accounts and Receipts
  • Checking that all captured transaction balance to the supporting documents and the captured documents are well supported according to the minimum procurement standards.
  • Source the correct bank rate for all Internal interbank transfers to ensure the exchange rate is competitive and its minimises the exchange losses.

Working advances for delegates and National staff

  • Work with National staff and delegates to ensure correct preparation of the required documentation and that it is correctly coded and working advance procedures are adhered to.
  • Verify coda input transactions to working advance Excel documents
  • Run monthly working advance accounts statements to staff and delegates to ensure they are correctly reconciled and reported and signed for filing.
  • Ensure transfers to National Societies are properly Accounted for in terms of recording and reporting

Month end Processes

  • Reconcile all Petty accounts and ensure all the monthly physical counts as done by the Assistant are correctly filed.
  • Prepare Monthly Bank Reconciliation including Posting of Bank charges and ensuring no outstanding dormant items in the reconciliation.
  • Posting of Provisions for National society outstanding advances and accrued invoices for services and goods delivered.
  • Provide monthly financial analysis of Accounts within the operational cluster to support strategic and operational decisions.

Budgets Preparation

  • Preparations of Cluster budget.
  • Reviewing of quarterly budget.
  • Preparation of PEARS for cluster Projects.
  • Provide financial support to non-financial managers in monitoring expenditures and recommend expense relocations where budgets are underperforming.

SARS Returns

  • Compiling of VAT claims schedule and submissions to SARS
  • Following on the claims and refunds and ensuring they are processed.
  • Reconciliation of the Monthly VAT statements.

Monitoring Bilateral expenditures

  • Overseeing the provision of Intergration services to the Zimbabwe Liaison office
  • Preparation of Invoices for PNSs using the monthly Account statements and supporting documents for each PNS.

Filling of Finance and Administration documents.

  • Ensure all original Field returns are properly filed and labelled and photocopied, with the originals sent to RFU.

Position Requirements

A degree in Accounting/Business Studies/Finance X
Appropriate qualification in computerised finance systems x  
Experience   Required  Preferred
Seven years of experience in Finance x  
Experience in project management and supporting project managers x  
Experience of working for the Red Cross/Red Crescent or a humanitarian    
Experience in administration       x  
Competent in financial control and reporting at all levels               x  
Experience in budgeting, budget monitoring, producing narrative and financial reports to deadlines. x  
Knowledge and Skills Required  Preferred
Proficiency in the usage of computers and office software packages (MS Word, Excel, etc) x  
Excellent knowledge of computer applications (Windows, spreadsheets, accounting packages word-processing, e-mail)   x  
Good training skills            x
Financial Analysis and Ability to present financial information clearly ( orally and written )    
High degree of competence in Monitoring, supervision and control, reporting, communication and self management.
