Jesuit Refugee Service is an international Catholic humanitarian organization, with a mission to accompany, serve and advocate for the rights of refugees and forcibly displaced people. JRS has a priority to work wherever the needs of displaced people are urgent and unattended by others, and offers a human service to refugees and the communities through a wide range of rehabilitation and relief activities most of which center around formal and informal education needs.

Jesuit Refugee Service seeks to appoint a Grants Manager to be based in Gauteng.


 Assisting the Project Director & the Regional Finance Office
  • Financial management Including Data Capturing of the SA Country operations in co-operation and consultation with the Project Director and Regional Office
  • Identify priority operations needing field support, based on an up-to-date global risk appraisal analysis, and other information
  • Consolidate financial expenditure reports for the Country Office and provides analysis so as to advise the Project director on the financial position of the Country at any time including alerting the regional Office to issues as they arise
  • Prepare Country office for project audits as required and collaborate with Regional Office for Annual Regional Audit
  • Advises Project Director on budgetary and monetary strategies, real time project oversight and cash flow as well as financial implications of new projects
  • Oversee preparation of project budgets and country office budgets and, with project director prepares financial proposals for funders and reports on same when required
  • With the Project Director oversees management of the Project Cycle and leads process of monitoring of all projects for financial/budget performance feeding back to the Project Director findings and advising on ongoing strategies
  • Assure that project teams implement and maintain the use of JRS international finance templates, reporting policies and tools (Front End access database)
  • Implements and adheres to JRS Finance Policies, Processes and Internal controls and identifies administrative and financial related risks, concerns and constraints, and proposes mitigation measures through the implementation of best practices
  • Acts as a point of contact for enquiries of a financial nature from funders
  • Ensure compliance with all finance policies including procurement and maintenance of asset register, weekly cash and monthly bank reconciliations
  • Distribute budget and funder codes and maintains general ledger, updating where necessary
  • Verifies monthly payroll for the staff in coordination with the Project Director and Regional Human Resources person
  • Acts as public Officer for the organisation and is the point of contact with taxation related matters. 
  • Provide technical advice, support and assistance to finance and where appropriate other project personnel in field offices on issues related to financial management and internal controls, as well as financial regulations, rules, policies and procedures, including segregation of duties and delegation of authority
  • In coordination with the Regional Finance Officer is responsible for the process of 6 and 12 months internal reporting, all donor reporting and approval of global proposals

Programs quality

  • Maintain a grants tracker and provide regular management information to the Regional Director on the performance of the grants portfolio
  • Work with the Programme team and the Finance team to create program files
  • Maintain an online grant filing system
  • Play a leading role in grants kick-off and close-out meetings to ensure that all grant information, including deadlines, donor priorities and requirements, are communicated and understood by the team, and grants are closed in compliance with donor regulations
  • Establish systems for regular grant monitoring and facilitate regular meetings with the Regional Director, the Programs Team and Finance and to ensure that performance on individual grants is tracked effectively, risks and issues are flagged, and action taken as appropriate

Program Compliance

  • Work closely with finance, ensure compliance with donor and JRS regulations
  • Ensure that all programs are executed in alignment with the donor agreement and the applicable donor regulations, staying abreast of changes in regulatory environment related to donor/grant compliance; updating partnership process, tools, policies and procedures as necessary

 Program Reporting and Communications

  • Oversee reporting workflows and processes between Program Teams, the Regional Director, and the International Office to ensure the timely and quality development, review and submission of reports and other communication products
  • Maintain a reporting tracker and share regularly with Programs and Finance teams
  • Collaborate with the Regional Director, the Regional Programs Officer and the Programs Director on the development of strategies, position papers, thought leadership pieces, and other related initiatives leveraging evidence from programs
  • Provide timely, thorough responses to information requests from internal and external sources

 Proposals Development

  • Interface with the International Office and the Regional Office to keep abreast of donor strategic priorities, specific requirements and deadlines
  • Participate in the strategic evaluation process for new funding opportunities
  • Oversee proposal development processes, including drafting and producing high quality concept notes and proposals that support JRS SAF’s strategic programming goals. This involves developing, managing and sharing the proposal development calendar in-country and with the International Office, ensuring funding proposals are submitted in a timely manner
  • Coordinate funding opportunities with relevant staff


  • Bachelor's degree in Accounting, Finance, Business Administration is required. Masters or equivalent in a field related to Humanitarian or International Development or relevant fields is an added advantage
  • Five to seven years of experience providing coordination or management support to programme implementation in a relevant field of expertise that includes
  • Prepare, write and analysis on programmatic activities
  • Budget management experience
  • Manage work plans
  • Represent programmes with donors and external stakeholders
  • Proven ability to work cooperatively with internal and external stakeholders, and to play a leadership role in convening groups
  • Astute skills in relationship building and coordination
  • Experience working with PRM, Inditex, Misereor and other donors
  • Understand and experience of adaptive management
  • Demonstrated experience in project management in different organisational contexts (UN, IGOs, NGO, FBO)
  • Understand forced migration and refugee issues
  • Capacity to work with a multi-cultural and multi-faith team and environment
  • An appreciation of education delivery in challenging environments
  • Extensive experience with monitoring and evaluation and other learning efforts
  • Writing and communications skills required
  • Fluency in English is required. Good level of French is a plus
