SA-EU Dialogue Facility: Facilitators / Moderators and Scribes

The SA-EU Dialogue Facility aims at strengthening relations between the European Union (EU) and the  South Africa Government (SA). It is designed to encourage and respond to request, mainly from South African Departments of Government, for policy dialogue on various areas included in the Trade Development Cooperation Agreement (TDCA), the SA-EU Strategic Partnership Joint Action Plan adopted to implement SA-EU Strategic Partnership Agreement, and the SADC-Economic Partnership Agreement (EPA).

The SA-EU Dialogue Facility seeks to expand its current database of suitably qualified and experienced dialogue moderators, facilitators and scribes.
Subject matter Moderators and Facilitators are required in the following fields:

  • EU – SADC Economic Partnership Agreement
  • Community Arts and Centres Policy, Management and Administration
  • Medical Devices regulatory oversight
  • EU Foreign Direct Investment in South Africa
  • Soil information and land use policies in South Africa
  • TVET Dual Artisan training systems
  • Optional Protocol to the Convention Against Torture (OPCAT)
  • Open Science Dialogue
  • Craft Policy Development

The facilitators/moderators will typically be required to ensure the successful preparation and facilitation of the relevant policy dialogue.  The roles and responsibilities of facilitators/moderators will be specified per assignment Terms of Reference.

Key qualities we are looking for:

  • Neutrality— respects open dialogue and encourage a balanced view of the issues.
  • Authority— must manage the speakers and control the audience.
  • Confidence—should be at ease with the medium, the issues and the format.
  • Spontaneity—fast thinking in the event of unexpected, and flexible dialogue formats.
  • Knowledge—should know the issues in sufficient depth to keep a response or a discussion on target.
  • Understanding—should take time to familiarise him/herself with the goals of the dialogue.

Minimum Qualifications:

  • B Degree, post graduate would be advantageous.
  • Significant study in the above fields.
  • At least five years of experience relating to facilitating and moderating dialogues/conferences/seminars.
  • Demonstrated experience in facilitating and moderating dialogue between specialist experts in the above fields.
  • Cultural sensitivity and experience in facilitating and moderating dialogues of culturally diverse groups.
  • Advanced communications, presentation, responding, listening, and writing skills.
  • Excellent written and oral communication skills in English.

Scribes:
Policy dialogues require that the discussions, agreements and results of the dialogue be documented, as well as action steps to be performed. The scribe need good written communication and listening skills. They will capture all of the key background information discussed, agreed and raised at the dialogue.
This role should be held by an individual with good understanding of the issues in order to know what to record.

Key qualities we are looking for:

  • Accuracy— take accurate notes of dialogue(s).
  • Proficiency— command of the English language spoken, spelling, grammar and punctuation.
  • Organised—should be at ease with the medium, the issues and the format to keep things orderly.
  • Spontaneity—fast thinking in the event of unexpected, and flexible dialogue formats.
  • Methodical- good eye for detail.
  • Knowledge—have sufficient understanding and experience of workshop/dialogue/conference/seminar proceedings.
  • Diplomatic- work well with moderators and facilitators.
  • Understanding—should take time to familiarise him/herself with the goals of the dialogue.

Minimum Qualifications:

  • Diploma and/or certificate in administration and secretarial services, B Degree would be advantageous.
  • Skills development qualification / certification would be added advantage.
  • At least five years of experience in capturing dialogues/conferences/seminars proceedings.
  • Cultural sensitivity and experience in scribing meetings of culturally diverse and international groups.
  • Excellent English language skills (oral and written).
