The DG Murray Trust would like to appoint a service provider to design and implement a High Risk Group intervention as part of the Bumb’INGOMSO project. Bumb’INGOMSO (mould the future) aims to substantially reduce the incidence of HIV among adolescent girls and young women in the Buffalo City metropolitan area of the Eastern Cape Province of South Africa.

Bumb’INGOMSO is largely financed by the Federal Republic of Germany through KfW Development Bank. The DG Murray Trust (DGMT) is the executing agent and junior funding partner for the project on behalf of the South African National Department of Health (NDoH).

The aim is to appoint a service provider that will design and implement a High Risks Group Intervention that will collaborate closely with all the implementation partners working on Bumb’INGOMSO and the DGMT in order to support the achievement of the project’s intended objectives and outcomes. The high risk group includes the following:

  • Prisoners that are going to be released soon or have just been released from prison
  • Men (25-50 years) with increased risk of having STI/HIV or those that have an STI.  (This group includes Men who have Sex with Men (MSM).

The successful bidder will be working on this intervention in collaboration with another Bumb'INGOMSO partner. The partner that has been contracted is focused on improving the quality of STI services provided by general practitioners for the high-risk group. The successful bidder will have to supplement the health service intervention and have a behavioural-change strategy and create a balance between the demand and supply for the intervention.

This intervention will at least include:

  • Behaviour change and communication strategy:  includes education about risk-reducing practices, addressing harmful gender norms, improve utilization of services for STI/HIV intervention and linking the ex-prisoners to opportunities
  • Health service intervention strategy: includes provision of condoms, improving detection of STIs and access to STI treatment, referral of high-risk group for management of STIs/ HIV, community outreach services
