Since 2015, PSI has led implementation of the UNITAID HIV Self-Testing Africa (STAR) Project. STAR is a multi-country project (Malawi, Zambia, Zimbabwe) designed to evaluate and scale effective, efficient and ethical HIVST distribution models to increase testing coverage and achieve public health impact. STAR has catalyzed the HIVST market, building increased demand among global donors and country governments and expanding supply of HIVST products. Under STAR, WHO released normative guidance on HIVST in December 2016.

We are looking for dynamic candidates with significant leadership, management and international development experience for the position of Director Finance. Under this three year project, PSI will scale-up HIVST in existing STAR countries and expand delivery at scale in three additional countries: South Africa, Swaziland and Lesotho. This position will be based in Johannesburg, South Africa, reporting to the Project Director, with an estimtated start date of January 2018.

Your contribution
As the Director of Finance you will be responsible for the overall financial management  of PSI’s STAR Program.  You will:

  • Ensure sound financial management including programmatic budgeting, expenditure analysis spending projections and monitoring of payments.
  • Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with donor standards.
  • Overseeing the prime award and any subaward implementation, ensuring compliance with PSI and donor standards and timely submission of agreement requirements.
  • Oversee the submission of high-quality periodicfinancial reporting in line with donor and PSI requirements (Quarterly and Annual Status reports, bi-annual financial reports, forecasting etc.) in support of Project Director.
  • Lead program management and financial management of the project, including:
  • Donor financial reports, project budgets, monitoring of project expenditure, compliance of financial systems and controls with donor standards
  • Tracking and achievement of all project deliverables per the contract
  • Sub-contract development and negotiations with consortium members
  • Overseeing the prime award and any subaward implementation, ensuring compliance with PSI and donor standards and timely submission of agreement requirements.
  • Leading finance and program work planning and reporting, with guidance from Project Director and inputs from technical team; ensuring timely submission of donor invoices and reports.
  • Facilitating HQ cross-departmental support for the program.
  • Facilitating cross-platform communications, implementation and adherence to workplan, reporting and compliance requirements.
  • Provide remote and in-country financial and program management for PSI country financial teams involved in the project.
  • Leading planning and implementation of external assessments, field visits and/or audits.
  • Represent project in all financial and administrative aspects to the donor, consortium partners, auditors and PSI HQ.
  • Coordination of internal and external financial audits .
  • Assist the Project Director with other duties as necessary. 

What are we looking for?
The basics

  • You have at least 10 years of senior-level management experience in managing large and complex donor-funded projects of similar scope in Africa
  • You have a Masters degree in business, MBA or other advanced degree or equivalent experience;
  • At least 10 years of professional financial management experience with at least 2 years of field experience in sub-Saharan Africa;
  • You have at least seven years of supervision experience.
  • You possess strong financial management skills to provide oversight of a large and complex budget across multiple partners and country offices
  • You are experience interacting with and managing a broad range of implementing partners and project staff.
  • You have solid experience managing sub-awards with local implementing partners and building organizational capacity in financial and administrative activities.
  • You have demonstrated strong leadership, communications, and interpersonal skills.
  • You have demonstrated experience working with host country governments, a diversity of funders, and large international organizations.
  • You are fluent in English.
