The Soul City Institute for Health and Development Communication (SCIHDC) is a nonprofit, non-governmental organisation and the largest social change communication project in Africa. Using a combination of mass media, social mobilisation and advocacy, the Soul City Institute aims to improve the quality of life and health of people in Southern Africa through strengthening individuals, communities and society based on active citizenship and principles of social justice.

Soul City Institute seeks to appoint a Chief Operating Officer to be based in Johannesburg.

Reporting to the CEO

This is a three years fixed-term contract.
The COO will lead and direct the strategic development and successful implementation of all Soul City Institute programme interventions, in accordance with the short, medium and long term strategic objectives of the organisation.
Strategy Development

  • Provide the CEO and the Board with expert advice in formulating the strategic direction for the core business of the organisation
  • Provide timeous feedback to the CEO on the progress towards strategic goals


  • Oversee and provide direction around the implementation of all campaigns and programme interventions
  • Ensure that programming is evidence based and informed by ethical, high quality and accurate research
  • Ensure effective operational systems and processes to enable programme implementation
  • Monitor key performance indicators for all the core business units
  • Ensure consistent quality in the delivery of all programmes, in accordance with agreed indicators
  • Monitor the progress and success of programme implementation and initiate proactive changes required to achieve the strategic objectives
  • Oversee and ensure integration and coordination across all programs and integrated with feedback from monitoring and evaluation
  • Assess and evaluate the potential impact of national and global socio-political issues on programming
  • Keep abreast of relevant national and international research, trends and imperatives to inform current and future programming
  • Pioneer future programme interventions in accordance with global, national and regional sector trends

Stakeholder Management / Advocacy

  • Build strategic partnerships with key stakeholders and ensure stakeholder satisfaction
  • Ensure support and buy-in for campaigns and programme interventions from key stakeholders
  • Ensure compliance with donor reporting and other contractual requirements
  • Support the CEO and in promoting and profiling Soul City Institute to key stakeholders and donors nationally and internationally, in order to ensure growth and sustainability of the organisation
  • Determine representation and appropriate organisational participation in relevant national, regional and global forums / platforms
  • Participate in relevant international and local forums/platforms
  • Prepare papers and articles for conferences, journals, magazines, newspapers, books and websites

Human Resources Management

  • Ensure the recruitment, retention and ongoing development of technical and specialist skills within all the business units to ensure long term continuity and sustainability of the organisation
  • Ensure that the teams within the core business units are functioning optimally
  • Ensure teams within the core business units are have a strong public service and team ethos with good employee relations
  • Ensure compliance with all HR policies and procedures
  • Participate in the executive management of the organisation

Financial Management / Governance

  • In collaboration with the CEO, identify and participate in fundraising opportunities to sustain current programmes and to fund future programme requirements
  • Review, approve and collate strategically informed annual budgets for all Soul City Institute campaigns and programme interventions.
  • Monitor actual expenditure against budgets, identify variances and ensure that the necessary follow up action is taken
  • Ensure compliance with all financial policies and procedures (including procurement)
  • Ensure that all spending is undertaken with due regard to value for money
  • Ensure that internal and external high level risks to the organisation and programmes are identified and adequately managed
  • Prepare documents and presentations for Board requirements


  • Post graduate or equivalent qualification in communication, education, management, public health, social science or social work
  • At least 10 years’ experience in the health and/or development sector
  • At least five years’ senior management experience, including managing teams
  • At least five years’ experience managing budgets and finances in excess of R10 million per annum
  • Extensive experience and understanding of social justice, gender and broader development issues
  • Extensive experience in writing donor reports
  • Extensive experience in writing donor proposals and securing funds in excess ofR10 million
  • Experience in negotiating with national government and/or global organisations at a leadership level
  • Experience in writing and presenting papers at national and global conferences


  • Ability to generate and adapt creative ideas and solutions to improve performance

  • Advanced proficiency in MS Office - including Word, Excel, PowerPoint and Outlook
  • Interpersonal skills and emotional intelligence
  • Valid Driver License
  • Own transport
