An exciting opportunity exists for a Strategic Information Manager with a growing and dynamic national non-profit company whose vision is to be a leader in empowering communities to be healthy and free of TB and HIV.  This role is ideal for an individual with excellent technical expertise and project management experience. The successful incumbent should display an advanced level of understanding of data flows with an integrated approach to data management and reporting. This is a contract position with the possibility of renewal. The Association offers a competitive total cost of employment package, commensurate with experience.

Strategic Information Manager

Cape Town

Purpose:
The purpose of the post is to oversee the organizations data management processes with an emphasis on efficiency and automation and will critically assess and redefine analytics and reporting for the organization.  This includes reporting on progress against targets, analysis that informs strategic decision making and monitoring and evaluation.

Minimum requirements:

  • Higher Degree in Data Management, Statistics, Public Health, Social Sciences, Health Information Sciences or other relevant degree
  • Diploma or related qualification in Project Management
  • Must have more than 5 years’ working experience in a sector with strong information management
  • Must have been the lead on research publications
  • Valid code 8 drivers licence and own transport
  • Clear criminal record

Key Performance Areas:

Data and Knowledge Management

  • Designs new M&E activities and refines existing ones to meet changing organizations priorities as new funding and activities are added to the THCA portfolio including but not limited to PEPFAR/CDC, Global Fund, and DOH
  • Responsible for the development of the data capture system, moving it from a paper based system to an electronic based system
  • Collects, validates, analyzes, interprets, and summarizes data collected from the various programmes
  • Drives the development plan for THCA Strategic Information
  • Identifies opportunities for research based on current data collected
  • Promotes data usage for continuous quality improvement through feedback, training and capacity building activities
  • Creates a central repository for all SOP’s and implements a document and version control system

Operational Support

  • Supports the Programme Managers with the programme specific reporting, targets, indicators, and other relevant tools
  • Supports, mentors and capacitates other THCA staff to develop a research portfolio in support of the following strategic activities (health system strengthening, HIV/TB/STI prevention, improved linkage/cascade into treatment care and support, and operations/implementation science). Provides technical assistance on study/research design and data analysis for THCA programmes

Operational Research and Reporting

  • Overseas the compilation and submission of reports on the progress and achievements as per due dates for programme specific and/or funder requirements
  • Ensures finalized reports into a central database and prepares presentations and coordinates the presentation of findings to the rest of the management team and subcontractors
  • Identifies topics for operational research and oversees research projects, documents research findings and submits for Journal publication and presentation at local and international conferences

Continuous Quality Improvement

  • Identifies opportunity for improvement
  • Works with Programme managers and subcontractors to ensure implementation of agreed recommendations and processes
  • Ensures all recommendations are documented and SOP’s updated

Leadership

  • Leads, plans, coordinates and implements the development of research protocols, studies, demonstration projects and formative assessments (clinical, operational and implementation based)
  • Manages all M&E related projects

Knowledge, Skills and Competencies:

  • Previous experience in process optimization
  • Excellent visual design sense regarding clear and accurate data presentation
  • Demonstrates ability to deal with large volumes of data with high levels of accuracy and speed;
  • Advanced computer literacy; to perform this job successfully, an individual should have knowledge of electronic databases; Microsoft Excel, Word and PowerPoint; experience with statistical software (STATA, SPSS, SAS or EpiInfo); and knowledge of ETR, TIER.net and DHIS will be advantageous
  • Social analysis and community mapping experience
  • Problem solving, planning, interpersonal, teamwork, and communication skills coupled with the ability to work under pressure
  • Ability to travel regularly within South Africa
