The Institute for Justice and Reconciliation (IJR) was launched in the year 2000, in the aftermath of South Africa´s Truth and Reconciliation Commission. The aim was to ensure that lessons learnt from South Africa´s transition from apartheid to democracy were taken into account as the nation moved ahead.

The Institute for Justice and Reconciliation (IJR) seeks to appoint an Organisational Development consultant. 

The objective of the consultancy is to provide the IJR management with the required technical advice and support in the restructuring of the IJR in order to respond to the needs of the revised strategic processes outlined in the strategic review of organisation.
 
Purpose

The objective of the consultancy is to provide the IJR management with the required technical advice and support in the restructuring of the IJR in order to respond to the needs of the revised strategic processes outlined in the strategic review of organisation.

Scope of the Work
 
The service provider will be required to fulfil the following tasks:

  • Understanding the status quo of the IJR in terms of its human resources and strategy including a skills and resource assessment
  • Developing suggestions for an organisational structure required to ensure that IJR will be able to deliver effectively and efficiently on the new multi-year strategy but at the same time consider a structure that would be able to go beyond 2020
  • Derive the appropriate organisational structure to deliver the services/outputs of the strategic process
  • Define the institutional arrangements that will be required to deliver the services
  • Refine the functions and structure required for the IJR
  • Develop a process plan that will include:
    • Required change management interventions
    • Ensure that all processes are in line with the SA Labour Law
    • Job assessments and if necessary development of new/aligned JDs
    • Clear timeframes
    • Identify risk factors
    • Create an IJR competency model

Skills/Experience

  • Experience with aligning organisational structure to strategy
  • In-depth understanding of HR processes and systems
  • Change management skills and experience
  • Experience with working with NGOs/Civil society

Time-Frame

  • 31st of May 2017 – submission of application documents
  • 2nd of June 2017 – shortlisting
  • 9th of June 2017 – presentation/ interviews of shortlisted candidates
  • 15th of June 2017 – Contract signed

Communication
Direct reporting the Head of HR and the IJR OD committee.
 
Contractual agreement
Before commencement of the design and implementation of the system as stated in this Terms of Reference, IJR and the service provider will enter into a contractual agreement.
