The AIDS and Rights Alliance for Southern Africa (ARASA) is a regional partnership of 116 non- governmental organisations working together to promote human rights based response to HIV and TB in 18 countries in southern and east Africa, through capacity building and advocacy. ARASA started as a project of the Legal Assistance Centre in Windhoek, Namibia since 2002 and became an independent regional non- governmental organisation in form of a trust in May 2006. 

Following registration as a trust, ARASA embarked on a planning process which resulted into development of a Strategic Plan for the period of 2008 – 2012 and a further Strategic Plan for the period 2013 - 2017. Both strategic plans outline interlinked outcomes aimed at enhancing civil society capacity to effectively advocate for an improved human rights response to HIV and TB in southern and east Africa. 

ARASA wishes to engage a consultant to assist with the development of the new strategic plan and accompanying monitoring and evaluation framework for the period 2018 to 2022. 

Scope of Work 

The purpose of the consultancy is to provide assistance and support to ARASA for the development of the new strategic plan and accompanying monitoring and evaluation framework for the period 2018 to 2022. The new strategic plan will be informed largely by the external evaluation which is currently being undertaken to review the implementation progress of the current ARASA strategic plan to date. It is anticipated that the evaluation report will be completed by no later than 15 April 2017. 

Methodology and Timeframe 

This work will be carried out over a period of 20 consulting days commencing 1 May 2017 and is to be finalised by no later than 15 June 2017. 

The methodology to be followed should include: 

  • Review of the external evaluation (2017) report
  • Conduct a strategic planning workshop with the ARASA team over a two-day period in Cape Town, the primary aim of the workshop being to develop the fundamental framework of the strategic plan, including the objectives, outcomes and indicators. The workshop will need to place a critical focus on addressing key questions pertaining to the strategic priorities for the organisation, the nature of the partnership and the institutional arrangements. This will be informed by the evaluation report (2017)
  • Facilitate a consultation with ARASA Trustees on the draft strategic plan and accompanying monitoring and evaluation framework developed to provide trustees with the opportunity to reflect on the plan and framework, and to make contributions and inputs with regard to the plan and framework
  • Consult with and secure input from ARASA partners and key identified regional and global stakeholders on the draft strategic plan and accompanying monitoring and evaluation framework
  • Finalise the strategic plan and accompanying monitoring and evaluation framework incorporating input from ARASA trustees, partners and key identified stakeholders

Deliverables 

The final Strategic Plan and accompanying monitoring and evaluation framework shall be submitted electronically to the ARASA Director (michaela@arasa.info) in English. 

Qualifications 

  • Experience and knowledge regarding HIV, TB, human rights and SRHR in southern and east Africa
  • Demonstrated experience and knowledge in Results Based Management and monitoring and evaluation as well as in the development of both qualitative and quantitative indicators appropriate for the measurement of the impact of HIV, TB, human rights and SRHR programming
  • Previous experience in the development of strategic plans for regional or international partnership organisations
  • Proven experience with civil society in southern and east Africa

Deadlines 

  • The deadline for Submission of Proposals is 30 March 2017
  • The work shall be carried out over a period of 6 weeks, from 1 May 2017 to 15 June 2017
  • The consultant will submit the final Strategic Plan and accompanying monitoring and evaluation framework by 15 June 2017
