Organization Description
 
Pulse Health Solutions is a sub-partner to Kheth’Impilo who has been funded to implement the Advanced Clinical Care (ACC) programme in Gauteng and Mpumalanga. The US President’s Emergency Plan (PEPFAR) through the US Centers for Disease Control and Prevention (CDC) funds this programme that is supported by the National Department of Health. It is aimed at improving advanced clinical care services in the management of complicated HIV and TB patients, including paediatric management and drug resistant HIV and TB at public hospitals, CHC’s and Primary Healthcare Centers. The programme will also work closely with the Provincial Therapeutics Committee, the Drug resistance committees and the NHLS and is directly managed by the HAST Directorate at Provincial level.
 
Data Quality Officer x 3 positions (COJ, Ekurhuleni & Gert Sibande)
 
Main Job Purpose:
The incumbent will support the implementation of ACC project activities in the district through mentoring and capacity building for internal staff and Department of Health (district, sub-district, and facility) to achieve the objectives, evaluation, and impacts of the project. The Data Quality Officer will keep abreast of state of the art M&E approaches to ensure the use of technically appropriate monitoring and evaluation models and information systems.

Scope of Work

  • Driving to various health facilities conducting support visits to Pulse Health Solutions supported sites to strengthen the health information system
  • Retrieve lists of clients who need Advanced Clinical Care from different sources such as NHLS Data Warehouse, TIER.Net, EDR web etc, and share with relevant clinicians on weekly basis
  • Manage the tracking, collection, processing and validation of all data required by DoH and Pulse Health Solutions
  • Provide on-going quality management of data collected electronically by identifying errors/ inconsistencies in data and ensuring that all resolutions are completed in order that database can be declared as clean according to performance standards
  • Ensure weekly data reports are obtained from all sites and a comprehensive data report is submitted as per agreed time frames.
  • Formulate and participate in district and sub-district health information reviews and workshops related to TIER, DHIS, NIDS and general health information management systems
  • Provide staff who collect data with training on data elements/indicators to be collected and tools to be used to collect data as well on how to analyse their own data

Requirements:

  • Degree/Diploma in health/public health/social sciences, or other relevant field
  • Minimum of three years of work experience with Department of Health managing HIV/TB Care and Treatment-related data
  • Driver’s licence
  • Good understanding of TIER.Net, DHIS, NIDS, ART clinical stationary, and sound knowledge of HIV and TB Care & Treatment programmes, including basic clinical knowledge
  • Must have above average computer, analytical, numeracy, auditing and reporting skills
  • Must be able to pay attention to detail and write clear and concise reports
  • Ability to work independently
  • Training in M&E

Monitoring & Evaluation Assistant x 1 (Midrand based and support COJ & Ekurhuleni)
 
Main Job Purpose:
 
The incumbent will construct and maintain Pulse Health Solutions databases and ensure that they are always up-to-date in order to standardize data storage, access and use for reporting and accountability.

Scope of Work

  • Draw lists of patients who require action from NHLS, TIER.net, ETR.Net, EDR-web and other sources and share with the clinicians on weekly basis
  • Entering of feedback reports from clinicians into the database timeously
  • Construct and maintain a historical profile and 'track record' of support activities over the years (Regulatory)
  • Assist with the design and implementation of standard operating procedures (SOPs) for data collection, storage and management across the programme. Provide training where necessary
  • Promote data use by ensuring awareness and access of data that are available to relevant managers and stakeholders
  • Data quality review of internal data performed and reported back to stakeholders
  • Compile weekly, monthly or quarterly reports on patient outcome, file audits, facility assessments, trainings, meetings and workshops
  • Respond to requests from relevant managers for datasets or other information from the repository
  • Conduct facility visits for strengthening and implementation of data management tools

Requirements:

  • University graduate or diploma in higher education in computer science, information technology or other relevant field
  • At least 3 years’ experience in database and data management systems of various content
  • At least 3 years’ experience working with healthcare-related data
  • Driver’s licence
  • Demonstrated ability to update and maintain a data repository
  • Good understanding of information technology and digital data systems
  • Ability to work independently
