TB/HIV Care Association seeks 2 diligent and highly experienced Regional Data Managers to be based in the Eastern Cape/KZN and Western Cape Regions respectively. This is a contract post (to March 2017) with the possibility of renewal subject to funding approval. The organisation offers a total cost of employment package, commensurate with experience.

Regional Data Manager
(Eastern Cape/KZN-x1 and Western Cape x1)

Minimum requirements:

  • Bachelor’s degree in Health Sciences, Social Sciences or Health Information Sciences
  • More than 3 years’ experience with monitoring and evaluation (M&E) of an HIV & TB programme within South Africa and implementation experience with the three tier HIV/TB monitoring strategy for the Department of Health (DoH)
  • Driver’s license and ability to travel 60% of the time within the Department of Correctional Services (DCS) Management Areas

Key Performance Areas:

  • Coordinates, collates and systematically gathers data from THCA supported DCS centres against stated THCA targets, indicators and objectives
  • Coordinates the regional implementation plan for the appropriate monitoring system for the HIV/TB programme within DCS
  • Liaises with DCS and DoH and all relevant stakeholders to ensure the HIV/TB monitoring strategy is appropriately implemented
  • Provides accurate, validated data representative of each DCS Management Area to the Monitoring & Evaluation (M&E) manager on a monthly and quarterly basis
  • Assists the M&E staff and project implementers with current and approved monitoring and evaluation tools and supporting their operational use
  • Conducts regional DCS centre specific audits to ensure that the M&E principles are maintained and aligned fully to conventional monitoring principles
  • Prepares consolidated progress reports for the funders according to the work-plan, indicators and time lines
  • Assists the M&E Manager with strengthening and implementing the M&E framework to track the project deliveries against the stated THCA goals and objectives
  • Develops  and updates regional THCA monitoring and evaluation plans for effective program monitoring of the HIV/TB programme within DCS
  • Participates in annual project reviews and planning workshops and assists the M&E manager in preparing internal and external reports
  • Prepares and provides M&E related orientation, training, refresher training and on-going mentorship for regional DCS stakeholders
  • Provides feedback using accurate data to key regional DCS stakeholders as needed

Knowledge, Skills and Competencies:

  • A master’s degree in public health would be advantageous
  • Experience with the reporting mechanisms for Department of Health HIV/TB indicators
  • Experience with reporting on TB/HIV and PEPFAR indicators
  • Excellent written and verbal communication skills and report writing skills
  • Capacity to work independently and to work well within a diverse team
