An exciting opportunity exists for a Chief Operating Officer with a growing and dynamic national non-profit company whose vision is to be a leader in empowering communities to be healthy and free of TB and HIV. This role is ideal for an individual with excellent technical expertise and project management experience who has the skills to effectively coordinate multi-disciplinary teams, develop and manage programmatic work plans and budgets, write comprehensive reports, coordinate with multiple internal and external stakeholders, and ensure compliance with funder requirements.The organisation offers a competitive total cost of employment package, commensurate with experience.



  • Provide support and direction that will enhance internal organizational processes and infrastructure  
  • Support the organisation to continue to grow and fulfil its mission, vision and values
  • Provide leadership for the organisation’s strategic planning process and implement new programmatic strategic initiatives
  • Provide coordination for the organisation’s senior management team
  • Serve as a liaison to funders and partners
  • Work with the Board of Directors to keep them abreast of programmatic strategies and challenges

Minimum requirements:

  • Post-graduate degree in relevant field (eg, Master of Public Health, Business Administration or Public Administration)
  • Minimum 5 years working experience in managing health and/or social development projects
  • Technical expertise in public health programming for tuberculosis (TB) and HIV prevention and treatment
  • Experience developing budgets and monitoring expenditures for multiple projects with distinct funding sources
  • Monitoring, evaluation and reporting experience
  • Ability to travel extensively (local and international)
  • A valid driver’s licence
  • Clear criminal and credit records

Key Performance Areas:

  • Programme Management: Supervise, manage and provide technical support to the Programme Managers (PM’s) and Regional Managers to:
    • Develop programmatic objectives
    • Adhere to and report on objectives
    • Develop work plans and budgets in collaboration with the Chief Financial Officer (CFO)
    • Represent the organisation at national and regional conferences and workshops
    • Ensure that all reporting requirements are met
    • Manage budgets: regularly review and analyse financial reports, support decision making, present financial data to stakeholders
  • Strategic Information (SI) Management: Drive the implementation and optimization of the SI unit and work with the SI Manager to:
    • Support all programmes in creating clear monitoring and evaluation performance frameworks
    • Define new and refine existing reporting tools
    • Standardise reporting tools across the organisation
    • Develop and manage the database
    • Ensure programmatic reporting
    • Analyse and interpret programmatic data
    • Develop and disseminate knowledge products
  • Human Resources and Training: Work with the Human Resources Manager to: 
    • Oversee recruitment, hiring, compensation and employee benefits administration
    • Oversee professional training and development, including new employee orientation
    • Implement retention strategies
    • Provide regulatory oversight and legal compliance
    • Ensure that the human resource function is properly resourced and represented within the senior management team
  • Operations: Work with the Advocacy, Communication and Social Mobilisation (ACSM) Manager to oversee advocacy and communication strategy development, branding, and development and distribution of information, education and communication (IEC) materials 
    • Together with the grants management unit, oversee risk management and legal activities: letters of agreement, contracts, leases, and other legal documents and agreements
    • Work with the CFO and the grants management unit to ensure the effective management of subcontractors including, but not limited to: development and monitoring of performance frameworks, liaising and reporting to relevant stakeholders on indicators of subcontractors, communicating with subcontractors, insurance, procurement and compliance monitoring
    • Information technology – working with the manager of information technology, ensure the on-going maintenance and updating of information systems and infrastructure, including hardware, software and application service providers
    • Office management: together with the CFO, oversee administrative functions for all offices nationwide, ensuring smooth daily operations
    • Board of Directors – work with the CEO to provide staff support and guidance to the Board and act as staff liaison to relevant Board committees
  • New business development
    • Develop and maintain relationships with new funders/partners, existing funders/partners, prospective funders, and high-profile contacts
    • Develop goals, strategies, and timelines for new business fundraising initiatives in order to diversify income
    • Develop solicitation strategies for key governmental prospects that effectively employ the skillset of the organisation
    • Act as staff support and liaison with Programme Managers and provide leadership in the advancement of funding opportunities across existing programmes
    • Write and secure twinning agreements with partners for grant proposals
    • Oversee the planning and writing of grant proposals, including design, technical, and budgeting aspects
    • Effectively link funder interests with the organization’s programmatic priorities
