Save the Children South Africa (SCSA) will implement an innovative health project in the Limpopo (Capricorn District) and Free State (Thabo Mofutsanyane District) “Saving Children’s Lives in Vulnerable Communities”. The long term goal of this project is to contribute to a reduction in the prevalence of morbidity and mortality among children under the age of five living in the two provinces in South Africa by 2019. Specifically the project aims to increase access to quality health services by strengthening health and nutrition initiatives in Early Childhood Development (ECD). The project has 3 main intended outcomes:
- OUTCOME 1: Strengthened quality, supply and access to health and nutrition services provided to young children and their mothers.
- OUTCOME 2: Community interest generated to promote the optimal growth and development of young children and the demand for basic health and nutrition services in the community.
- OUTCOME 3: Strengthened enabling environment for the local health and nutrition services, through improved service coordination, referral systems, and advocating for local implementation of national policies and resource provision for the most vulnerable children.
There are is a vacant position for a Health Project Manager to oversee the implementation of the project in both Provinces. The Health Project Manager will be responsible for managing relevant government and external partnerships at Provincial, District and local level. He/she will report to the SCSA Health and Nutrition Programme Manager, whilst working very closely with the two Provincial Managers, and in close collaboration with the MEAL Manager assigned to the project. The Health Project Manager will directly manage the 2 project teams in Free State and Limpopo.
- Oversee the baseline and end line assessment studies that will be conducted in each respective Province;
- Informed by the baseline assessment, design the implementation plan for the project;
- Manage the planning, implementation, coordination and monitoring of project activities within the two provinces to achieve results against set objectives and key performance indicators;
- Manage the project budget, maintaining positive expenditure within a set timeframe and provide regular, accurate financial and narrative reporting;
- Directly manage the 2 Training Project Managers, the 2 Project co-ordinators and the 2 Project Officers that will be based in Limpopo and Free State offices;
- Manage and supervise service providers/consultants;
- Co-ordinate the development of resources and materials required for the project capacity building of ward based outreach teams and primary healthcare nurses;
- Manage all procurement processes required for the project activities, including training activities;
- Drive data collection efforts and draw on monitoring and evaluation data to inform and re-direct project implementation;
- Identify and manage risk mitigation throughout the project;
- Provide input to the learning agenda of the SCSA organisation from drawing from the experience in the project;
- Maintain donor liaison through written reports and updates;
- Ensure smooth coordination and communication between all involved project stakeholders including governmental departments (DoH, DoE and DSD) and other relevant NGO partners in both provinces;
- Drive budget holder and project review meetings in Pretoria or the 2 provinces on a regular basis;
- Manage the Internship programme in conjunction with the Health and Nutrition Programme Manager; and;
- Any other related responsibilities that the Health and Nutrition Programme Manager and the respective Provincial Managers may require.
Person Specification: Essential
- Bachelor’s degree in a relevant health, nutrition, ECD or related field;
- Demonstrable Project Management Experience: excellent budgeting and planning skills essential, excellent managerial skills, specifically in contexts with staff being located in different locations across more than one province;
- Recognised Project Management qualification;
- Excellent verbal and written communication skills in English, ability to inform and engage through written communication;
- Strong initiative and ability to multitask, anticipate and priorities without direct supervision;
- Excellent and demonstrable skills and proficiency in Microsoft office (Word, Excel, PowerPoint)
- Driver’s license.
- At least three years of professional experience in the children’s health/nutrition sector;
- Knowledge of the policies and programmes addressing the health/nutrition/ECD needs of children in South Africa;
- Experience in working with South African government departments and external health/nutrition/ECD stakeholders; and
- Experience in a multilateral or international organization.
