Capacity Building and Support Program
This is a 5-year, USAID-funded Capacity Building & Support (CDS) Project in South Africa. CDS is designed to support the achievement of the goals in the President’s Emergency Plan for AIDS Relief (PEPFAR) Partnership Framework Implementation Plan. A key intervention area of the Capacity Development Support (CDS) programme is the strengthening of strategic information, monitoring and evaluation capacity of targeted local NGOs and South African Government (SAG) on an ongoing basis. We are currently seeking qualified candidates for the position below;

Technical Director (Job ID: 16969)

Working under the supervision of the Chief of Party, the Technical Director will take the lead in providing technical support to all the CDS program activity areas. The Technical Director will serve as the project’s technical lead. The incumbent will provide technical leadership in OVC and HIV prevention activities.  He or she will directly supervise the CDS technical staff and technical service providers.

Key Responsibilities are:

  • Oversee the provision of technical assistance and support to NGOs, CDS consortium and resource partners
  • Monitor, track measure and document progress in technical capacity development to all selected NGOs
  • Provide technical capacity to NGOs in HIV prevention, care, treatment and support and ensure strong alignment with the global 90-90-90 fast track targets
  • Provide technical leadership in design, development, planning, implementation and technical support to the various activities for CDS
  • Identify technical areas for improved efficiency or effectiveness within prescribed parameters
  • Maintain a constructive dialogue and technical exchange with counterparts and technical staff of implementing partners
  • Develop and maintains collaborative relationships with donor/client organizations and relevant government agencies
  • Develop tools from the design and implementation of specific technical areas
  • Ensure quality on all technical activities and systems at all levels
  • Ensure effective gender mainstreaming in all technical areas of the CDS project
  • Ensure that program activities reflect best practices including PEPFAR, UNAIDS and World Health Organization (WHO) guidelines
  •  Provide technical quality assurance through training, mentorship, technical support and capacity building
Qualifications:
  •  Postgraduate degree in Public Health with a focus on HIV/AIDS. Clinical experience is an added advantage
  • A minimum of ten years demonstrated experience working in HIV/AIDs prevention, care or treatment programs in South Africa
Knowledge and Experience
  • Comprehensive knowledge and experience on HIV prevention, care treatment and support programs. Extensive experience in all aspects of community based HIV/AIDS programming (design, development and implementation with a special emphasis and focus on HIV transmission, care and support for OVC and HIV infected individuals is required
  • Demonstrated strength in HIV/AIDS technical assistance to NGOs including interacting effectively in a multidisciplinary and multi sectorial environment
  • Proven ability to work collaboratively and build consensus across diverse sets of stakeholders
  • In depth experience and understanding of South Africa’s HIV/AIDS response and PEPFAR 3.0 requirements
  • Experience in client relationship management is preferred

  • Outstanding interpersonal skills
  • Proven leadership, interpersonal and cross cultural skills
  • Ability to supervise and motivate diverse teams
