“Nutrition Assessment Counselling and Support (NACS) Program Review”
FHI 360 is an independent NPO serving in more than 60 countries, committed to resolve critical social problems throughout the world. FHI 360 was awarded a five-year Capacity Development and Support Program to develop the organizational management, technical capacity and sustainability of local non-governmental organizations (NGOs) and South Africa Government (SAG) departments, in order to sustain an improved, expanded, and country-led response to HIV and AIDS. Its mission is to improve lives in lasting ways by advancing integrated, locally driven solutions for human development.
FHI 360 seeks proposals from South African service providers technically qualified to conduct a technical review of the Nutrition Assessment Counselling and Support (NACS) Program.
The main purpose of this technical review is to appraise the program implementation process and key outcomes of the range of interventions aimed at strengthening South African Government (SAG) and PEPFAR partner’s capacity to deliver a comprehensive set of nutrition interventions (NACS).
The interventions are directed at improving the health and nutrition outcomes of target populations (PLHIV and nutritionally vulnerable) in South Africa. The key review objectives are spelt out in the main RFP document.
Competencies and Experience
- The service provider should have extensive experience in undertaking similar evaluations or in-depth technical reviews of health and nutrition or similar programs.
- The team should also have experience in working with multiple government departments (e.g. DOH, DSD, DBE, DAG etc.) and Councils on Food and Nutrition Security at the national, provincial, district and sub-district levels.
- Programmatic experience in the integration of health and nutrition programs at government and/or NGO level are key competencies anticipated to reside among the team as are project management, communication and excellent writing skills.
- Familiarity with South African Government’s (specifically DOH) systems, policies, guidelines, SOPs and other service standards that guide the meeting of the needs of nutritionally vulnerable people, particularly PLHIV in need of NACS and food security services is a requirement.
