The Health Foundation is the sub-grant recipient for the Leading Safe Choices programme, led by the Royal College of Obstetricians and Gynaecologists (United Kingdom) and implemented in close collaboration with the Western Cape Department of Health (WC: DoH) in selected health facilities for a 3-year pilot in the Western Cape. 
 
The RCOG Leading Safe Choices initiative aims to strengthen the competence and raise the standing of family planning professionals by promoting best practice and implementing training and support systems to build skills and professionalise family planning and comprehensive abortion care services.
 
The Health Foundation is a non-profit company mobilising resources to enhance services through priority projects in the public health sector in the Western Cape and beyond. For this programme the Health Foundation will manage the sub-grant and provide oversight of the programme, which will be implemented by the WC: DoH, with the governance of a steering committee. Supported by this sub-grant, a dedicated team of three will be employed by the Health Foundation and seconded to the WC: DoH, where the team will work closely with relevant directorates – reproductive health, women’s health, facility-based services and people development.

Objective of this position

The Programme Manager will work closely with the National Chair, the Clinical Leads and the RCOG team in implementing the work plan; coordinating the training; managing the communications.  Produces narrative reports and contributes to financial reports, for submission to The Health Foundation.  Oversees and manages the rest of the Programme Team, including M&E Officer, the Programme Administrator and Data Collectors. Responsible for supporting the Programme Administrator in keeping spending within the overall budget. Reports to Directorate of Programmes, WC: DOH.
 
Main duties
 
Programme and grant management

  • Work closely with the Provincial Lead, the Steering Committee Chair and counterparts in the UK to implement the Programme.
  • Facilitate the implementation of the agreed work plan in close collaboration with the heads of the participating health facilities and relevant health directorates. 
  • Organize the training workshops and oversee the mentoring system established to support postpartum family planning and comprehensive abortion and post-abortion care services.
  • Monitor the Programme budget in collaboration with the Administration Officer and the Health Foundation team. 
  • Monitor the achievement of the objectives and develop appropriate responses and solutions according to need, in collaboration with the Monitoring and Evaluation Officer.
  • Support, and where appropriate, lead the development and submission of  detailed Programme reports to the RCOG, the Steering Committee and other decision making bodies. 

Communication and administration

  • Manage the work of the Monitoring and Evaluation Officer and the Administration Officer
  • Report to the Director: Facility-Based Health Programmes on the operational matters related to the Programme
  • Report to the CEO of The Health Foundation on matters related to quality assurance in achieving the Programme objectives
  • Facilitate communication between the in-country programme team and the RCOG, to ensure that Programme activities are completed and overall objectives are met.
  • Where challenges arise in implementing the Programme, identify suitable response mechanisms in liaison with the relevant parties
  • Document good practices and lessons learned from the Programme and disseminate these among a range of external audiences with the aims of inspiring replication and securing support towards the initiative 
  • Act as the main administrative, logistical and operational coordinator for key programme activities and events
  • Undertake any other duties commensurate with the main objectives of the role as assigned from time to time by the Steering Committee Chair, Provincial Lead, and Director: Facility-Based Health Programmes and the CEO of The Health Foundation. 

Requirements

  • Relevant post graduate qualification and 6 – 8 years’ experience in public health, women’s/reproductive health, programme implementation & management, HR development and operations management
  • Ability to manage and balance interpersonal relationships among a diverse range of stakeholders
  • High level verbal and written communication skills in English
  • Very good organisational and time management skills
  • High level report writing skills and budget management experience
  • Experience working in donor funded programmes
  • Experience working with the Department of Health will be a distinct advantage
  • Unendorsed driver’s licence & own vehicle
