Job Description

 
Title: Project Officer
Location: Cape Town, South Africa
 
Summary

Through the Fire Sensors for Safer Urban Communities project, the American Red Cross (ARC), in collaboration with the Kenya Red Cross, South African Red Cross and other partners, aims to work with 2,000 vulnerable households – 1,000 each in Mukuru, Nairobi and Khayelitsha, Cape Town – to pilot the use of emerging technology to reduce fire risks. The main objectives of the proposed innovation project are to prototype, install and test several models of fire sensors in two locations and to develop a business plan that will drive expansion to other vulnerable urban communities.
 
Responsibilities

Based in Cape Town, South Africa, the Project Officer (PO) will support the American Red Cross-funded Fire Sensors for Safer Urban Communities pilot project. The PO will provide project management and technical assistance in the planning, implementation, monitoring and evaluation of this eight-month pilot project. S/he will work closely with South African Red Cross and American Red Cross program staff to ensure the timely implementation and proper execution of activities.
 
Specific responsibilities include: 

  1. Lead organization and coordination of community-based activities in collaboration with South African Red Cross Western Cape Province, providing managerial and technical assistance in the planning and implementation of program activities
  2. Coordinate and provide technical support to South African Red Cross in the planning, implementation, monitoring and evaluation (M&E) of the fire sensor project, including aspects of innovation and resilience, ensuring compliance with ARC agreements
  3. Coordinate volunteer teams to conduct activities in the targeted project communities
  4. Liaise with stakeholders and partner organizations on the fire sensor pilot project
  5. Train and support staff, primary stakeholders, and implementing partners, as necessary, on innovation program design, concepts, skills and tools, including facilitation of trainings and workshops
  6. Ensure that project M&E tools are used and modified as necessary to meet the needs of programs as well to monitor goals and objectives, ensuring core reporting indicators/deliverables are being met
  7. Support the development and implementation of baseline and endline surveys
  8. Work with South African Red Cross and American Red Cross staff to ensure that lessons learned are captured and shared
  9. Work with relevant South African Red Cross functional departments such as finance and disaster management to ensure expenditures and payments are made on time and in accordance with the budget  
  10. Ensure the quality and timely submission of all required project finance and program reports
  11. Plan and participate in relevant meetings and workshops, as necessary

Skills and Experience:
 
Required:

  • Bachelor’s degree in related field required; Master’s preferred
  • Minimum five years relevant experience with at least two years’ experience working in project management; experience with disaster management and technological innovation programming preferred
  • Experience working in development and community engagement
  • Strong written and verbal communication skills essential
  • Experience with training and facilitation
  • Self-motivating, proactive and capable of building and maintaining strong relationships with Red Cross and other project partners
  • Proven record of successful teamwork, demonstrated experience in providing technical assistance to field staff, and strong international project design and project management experience necessary
  • Valid South African work permit and driver’s license
  • Knowledge of Red Cross a plus
  • Ability to travel domestically and internationally as required, approximately 5-10%

This position will require operational flexibility to meet sudden and unpredictable business needs. This position is being recruited for a period of eight months, to begin on 1 July 2015.
