Position Title: Senior Monitoring and Evaluation (M&E)/Strategic Information (SI) Advisor (X 1 position)
Salary Range: Commensurate with experience
Location: Johannesburg, South Africa
Reports To: NASTAD South Africa Country Director

Purpose and Description

Based full-time in Johannesburg, South Africa, this position oversees and supports all M&E and Strategic Information activities of the NASTAD South Africa (SA) Program. This position is responsible for designing, implementing, monitoring and reporting against the NASTAD-SA comprehensive program M&E plan and framework that provides accurate and quality routine program data to NASTAD-SA, the Department of Health (DOH) and funders, tracks and provides evidence needed to improve activities, and assesses the impact and outcomes of NASTAD-SA country program. This position reports to the NASTAD-SA Country Director.
 

Essential Functions
  • Support the development of robust national M&E framework and the implementation of routine quality improvement processes and systems applicable to the comprehensive package of care and support services and interventions in collaboration with Link-Care program partners, National and DOH
  • Develop a comprehensive M&E framework and plan for all NASTAD-SA supported country programs in line with the national M&E framework. The plan should:
    • Routinely monitor and report on all NASTAD-SA program activities
    • Collect routine quality program data to measure and report on key program activities and deliverables, as per national DOH and PEPFAR reporting indicators
    • Assess program improvement needs and make needs-based quality improvement recommendations
    • Assess the impact and outcomes of NASTAD-SA country program activities in line with program goals and objectives
    • Provide clear guidance on the development and implementation of standard operating procedures (SOPs) for data collection forms, procedures and timelines, use of a NASTAD-SA knowledge and information management database, and reporting and dissemination processes for use by relevant National and Provincial DOH, Link-Care program partners, NASTAD-SA and NASTAD HQ staff, and other relevant stakeholders
  • Lead, manage, support and monitor the implementation of the NASTAD-SA M&E framework. This position should:
    • Provide needs-based training and technical assistance to relevant National and Provincial DOH program staff to ensure complete understanding, skill and ability to support the implementation of the M&E plan
    • Provide routine mentorship and supportive supervision to relevant National and Provincial DOH program staff to ensure appropriate implementation of the plan and use of the tools
    • Provide routine summary program report and feedback to relevant National and Provincial DOH relevant program staff on the quality and timeliness of reports to ensure total ownership of program data and, use of program data for decision making, quality improvement (QI) and program planning
    • Conduct regular data quality assessment (DQAs) to inform continuous quality improvement (CQI) activities, as necessary
    • Monitor and evaluate the value and utility of the plan, as update as needed
  • With input and support from the NASTAD-SA Country Director, assure thorough and complete completion and timely submission of all required M&E-related data and narrative reports. This includes:
    • Ensuring thorough and timely reporting by working closely with the relevant National and Provincial DOH, Link-CARE program partners and NASTAD-SA Program staff
    • Reviewing and analyzing program data submitted by program staff, providing feedback, requesting updates and revisions as necessary
    • Providing targeted technical assistance, mentorship and supportive supervision to ensure compliance with all NASTAD-SA reporting requirements and timelines
    • Providing summary data reports and feedback to relevant National and Provincial DOH, Link-CARE program partners and NASTAD-SA staff, help them interrogate program data and improve NASTAD-SA programmatic impact and outcomes
  • With input from the NASTAD-SA Country Director, lead, manage, monitor, and support the implementation of NASTAD-SA M&E related QI processes, ensuring measurable improvement in program outputs, impacts, and outcomes. This position should:
    • Provide training and technical assistance to relevant National and Provincial DOH, Link-CARE program partners and NASTAD-SA program staff to ensure in-depth understanding, skill and ability to implement the QI activities
    • Provide routine mentorship, supportive supervision and feedback to National and Provincial DOH, Link-CARE program partners and NASTAD-SA program staff on the use of program data for QI
  • Provide high-level technical support and represent NASTAD-SA at all national M&E platforms/ forums
    • Represent NASTAD-SA on the national Link-CARE program M &E subcommittee
    • Proactively develop, recommend adoption of and pilot appropriate national M&E indicators, data collection tools and methodologies in accordance with the national Link-CARE program M&E subcommittee direction
    • In collaboration with the national Link-CARE program M&E subcommittee, design and implement national standardized data collection, reporting, referral and tracking tools/ systems
    • Strengthen the M&E for linkages and retention programs within health facilities and between health facilities and communities
  • Represent NASTAD-SA at relevant meetings and conferences as directed by NASTAD-SA Country Director.
  • Any other duties as assigned.
Minimum Requirements

 
Skills/Knowledge

  • Exceptional ability to take initiative and complete tasks on time
  • Demonstrated ability to communicate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality
  • Excellent written and oral communication skills and a demonstrated ability to monitor and document observed activities and write clear and accurate technical reports
  • Ability to work cooperatively NASTAD-SA colleagues, government agencies, donors and representatives from other external organizations or industry stakeholders
  • Proficiency with at least one statistical analysis software package and Microsoft Office Suite with strong computer skills

Experience/Education

  • Bachelor’s degree or higher diploma in Health Sciences, Public Health, International Development, or other closely related field
  • Minimum five (5) years strategic information experience
  • Demonstrated experience in monitoring and evaluating public health programs including health facility and community-based initiatives
  • Demonstrated familiarity with HIV and AIDS, with particular understanding of national HIV M&E framework and guidelines
  • Understanding of PEPFAR strategic information framework and reporting requirements
  • Demonstrated familiarity with Human Subject Protection processes

Visual Acuity, Hearing, and Speaking

  • Excellent verbal command of the English language
  • Command of at least one official South African language (Xhosa, Afrikaans, Sotho, Tswana, Zulu, Venda, Tsonga etc.) preferred

Environment and Scheduling

  • You must have interest in working with a national/international HIV and AIDS public health organization, working within a diverse work environment, and be willing to travel throughout South Africa as needed
