Background

FHI 360 is an independent NPO serving in more than 60 countries, committed to resolve critical social problems throughout the world. FHI 360 was awarded a five-year Capacity Development and Support Program to develop the organizational management, technical capacity and sustainability of local non-governmental organizations (NGOs) and South Africa Government (SAG) departments, in order to sustain an improved, expanded, and country-led response to HIV and AIDS. Its mission is to improve lives in lasting ways by advancing integrated, locally driven solutions for human development.

South Africa PEPFAR Gender Analysis Consultant

The FHI 360 Capacity Development and Support (CDS) program is seeking proposals from consultants/consulting firms to review key gender issues and gender-based constraints in South Africa, assess the institutional context supporting gender integration into the PEPFAR country program, and offer conclusions and recommendations to strengthen the PEPFAR response in South Africa. The analysis will address the following objectives: identify the gender-based constraints to and opportunities for equitable access to and participation in HIV programs and services; identify cultural or social constraints to women’s empowerment; understand how women and men engage in community and public life; identify patterns of power and decision-making displayed by women and men; identify strategies and approaches that PEPFAR can use to improve its programs to promote gender equality and improve the health and well-being of women, men, girls and boys; especially strengthening adolescent girls and young women’s abilities to take protective measures and provide key recommendations that identifies and prioritizes how the PEPFAR country team can integrate the PEPFAR gender strategies and the WGGE elements into existing programs and strategies.
 
Competencies and experience
 
The Consultants should have an Honours degree in gender studies and at least 10 years working experience or a Master’s degree in gender studies and at least 5 years working experience in the field of gender and HIV, specifically demonstrate experience in conducting gender-based analysis; social sciences, or related discipline, strong reporting writing skills; strong research background and analytical skills, previous work with USAID will be an added advantage and strong presentation skills.

The deadline for submission of proposals is 17h00 on 19 October 2015. Late submissions will not be accepted. Only shortlisted applicants will be contacted and/or advised of the final outcome.
