The State of the Nation Address (SONA) finally took place on Friday, 16 February, following the news of Jacob Zuma’s resignation as President of South Africa and a few hours after Cyril Ramaphosa was sworn in as the new President.
President Cyril Ramaphosa delivered his first SONA with many promises being that of shaking up government, improving service delivery and sweeping out corruption.
“One of the initiatives will be to convene a jobs summit within the next few months to align the efforts of every sector and every stakeholder behind the imperative of job creation. The summit will look at what we need to do to ensure our economy grows and becomes more productive, that companies invest on a far greater scale, that workers are better equipped, and that our economic infrastructure is expanded” said President Ramaphosa. He also announced the launch of the youth employment service initiative which is set to take place in March, this will place unemployed youth in paid internships in companies across the economy. One of the other main points the president put across was radical economic transformation which he said required fundamental improvement of the position of black women and communities in the economy, ensuring that they are owners, managers, producers and financiers.

Finance Minister Malusi Gigaba on Wednesday afternoon delivered the annual budget speech in the National Assembly. In his speech, Gigaba stated that the private sector investment and job creation were critical in reducing unemployment which remains stubbornly high at 26.7 per cent. As part of wide-ranging tax proposals, the Minister said measures were being introduced to generate an additional R36 billion in tax revenue for 2018/19.
An increase in the value-added tax (VAT) rate increase from 14 to 15 percent, effective 1 April 2018. Levies on fuel increase by 52 cents per litre; that is made up of 22 cents per litre for the general fuel levy and 30 cents per litre increase in the Road Accident Fund Levy, and also an increases in the alcohol and tobacco excise duties of between 6 and 10 percent.
In its budget review document, National Treasury said the central adjustments to the fiscal framework in 2018/19 are meant to reduce the Medium Term Budget Policy Statement baseline expenditure by R26 billion, allocate R12.4 billion for fee-free higher education and training and also to set aside an additional R5 billion for the contingency reserve just to mention a few.
