Programme in Housing Policy Development and Management

The University of the Witwatersrand’s School of Public and Development Management invites applications for its Programme in Housing Policy Development and Management, which starts from 2 February 2009.

Recent changes to South Africa’s housing policy requires that housing education be continually revised and updated to ensure that it meets new demands. These changes require a more sophisticated institutional response than was the case during the first ten years of delivery.

This course is aimed at providing a range of actors in the housing sector with an awareness and understanding of the new policy framework, guidelines and legislation that now drives housing delivery.

Course outcomes

The programme is designed to build capacity, develop people and address skills shortages in South Africa’s housing sector by teaching individuals how to effectively understand and implement the country’s goal of developing sustainable human settlements.

The course focuses on:

  • Understanding the nature of housing demand and how to plan and carry out housing projects that promote integrated delivery
  • Administering the housing delivery process, including how to carry out housing procurement, project management and housing allocation in a way that it ensures equity, efficiency, transparency and accountability
  • Demonstrating the links between policy formulation, legal/regulatory issues and planning/budgeting issues within the context of intergovernmental relations

The course starts on 2 February 2009 and is run in four one-week blocks over five months.
