​Strengthening and Enhancing the Impact of National Weather Offices in Africa for Adaptation to Climate Change

The Institute for Poverty, Land and Agrarian Studies (PLAAS) was founded in 1995 as a specialist unit in the School of Government, Economic and Management Sciences Faculty at the University of the Western Cape, Cape Town. Since then, PLAAS has developed a proven track record of undertaking high-quality research on land and agrarian reform, poverty, and natural resource management in South Africa and the southern African region.

PLAAS is conducting a seminar under the ‘Strengthening and Enhancing the Impact of National Weather Offices in Africa for Adaptation to Climate Change’ on 17 May 2016 in the Western Cape.

African national weather offices face unique challenges in addressing the demands for accurate, timeous and relevant weather and climate information products, owing to the huge backlog in investment in most national services and state of preparedness. This study set out to understand how, across 11 African countries (all participants in the UNDP CIRDA programme), the private sector might better support and strengthen national weather offices, as lead consumers of climate and weather information, or as specialist providers of detailed forecasts or climate services. The study investigated how thriving private sector weather markets could be catalysed in the 11 African countries supported by the CIRDA programme, and how their weather offices could maximise benefits they derive from such markets.

Two main conclusions emerged: firstly, that the NHMSs should collaborate rather than compete with private weather companies; and secondly, that the NHMSs should embark on a phased and slow transition to derive benefits from the national private weather markets. The study goes on to discuss pathways to achieve better cooperation, and ultimately secure greater adaptation outcomes.
