Human Settlements Minister, Tokyo Sexwale, says South Africa is committed to fighting poverty but is constrained by the recession, and more effective leadership is needed to tackle the problem.

After spending a night in Diepsloot, one of the country's grim squatter camps, Sexwale said part of the problem is "unscrupulous councillors who are failing people".

"It's also going to be a question of the budgets. And I am afraid the budgets are getting low because of the performance of the economy, which is poor," explained Sexwale.
