R100m to Repair Defective RDP Houses

The Eastern Cape Housing Department says it will spend about R100 million on repairing over 1 000 defective RDP houses.

Department spokesperson, Lwandile Sicwetsha, points out that work has resumed on fixing the defective houses in the Alfred Nzo and OR Tambo district municipalities, which were built after 1994.

Sicwetsha says that the money came from the R552 million remaining in the department's budget for flagship projects, existing projects and new projects.

Programme in Housing Policy Development and Management

The University of the Witwatersrand’s School of Public and Development Management invites applications for its Programme in Housing Policy Development and Management, which starts from 2 February 2009.

Recent changes to South Africa’s housing policy requires that housing education be continually revised and updated to ensure that it meets new demands. These changes require a more sophisticated institutional response than was the case during the first ten years of delivery.

North West Housing Project for the Poor

The North West Department of Developmental Local Government and Housing has launched a housing project worth R200 million for the working poor in Mafikeng.

The North West government will provide a R48 000 subsidy, called the Finance Linked Subsidy Programme, for those who want to purchase a house from the development. Only those making between R3 500 and R7 000 will qualify for the subsidy.

People’s Housing Process: Enhanced!

Communities can look forward to greater involvement in housing delivery thanks to the approval of a new policy, the Enhanced People’s Housing Process (ePHP), adopted in July 2008 to replace the old PHP programme. This policy is the result of lengthy negotiations with the National Department of Housing (NDoH) on the part of a handful of NGOs, dating back to 2004. The new policy adopts a broader definition of PHP, allowing for greater flexibility and choice while maintaining the central principles of people-centred development.  The policy framework states:

APF Criticises Government Over RDP Houses

The Anti-Privatisation Forum (APF) has blamed government for the death of a 49-year old Limpopo woman who was crushed to death when a pile of bricks fell on her during a storm that damaged RDP houses in Hoedspruit.

APF spokesperson, Silumko Radebe, said: "It is a fact that the quality of RDP houses is of a poor standard and the government doesn't hide this point."

IOL has quoted Radebe as saying, “A storm is a natural disaster that we don't plan for and it can hit at anytime causing havoc... but for me they (government) are the guilty party”

Housing Project to Rehabilitate Houses

The KwaZulu-Natal department of housing has allocated R88 million for a housing rehabilitation project in the Townview area.

MEC for local government, housing and traditional affairs Mike Mabuyakhulu says the project, which is aimed at rehabilitating 1 423 houses in that area, will take 24 months to complete.

These houses will be demolished and new units will be constructed for the residents. However, the department will build temporary housing structures where people can stay while they wait for their new houses.

Two Limpopo Orphans Get RDP House

The Limpopo Department for Local Government and Housing and the Mogalakwena Municipality have handed a four-roomed house to two homeless orphans in near Mokopane.

The sisters, one of whom dropped out of school in Grade 11 and the other deaf, had been kicked of the house they lived in by their uncle following the deaths of their parents in 1988 and in 2000.
