Donors Prefer Channelling Funds to CSOs

A report entitled ‘Development Cooperation Report 2007-2008,’ published by the Ugandan government with the assistance of the United Nations Development Programme, shows that most donors in that country provide support through civil society despite the government's efforts to persuade them to do so through the budget.

According to the report: "The proportion of support to Uganda administered outside the government is significant. In some sectors, it exceeds 90 per cent of the total funding from development partners."

NGOs Criticise KZN Social Welfare Budget

Welfare NGOs say the KwaZulu-Natal Social Welfare budget is creating a widening gap between better-paid state social workers and those employed by nonprofit organisations.

Network of Welfare Organisation Directors chairperson, Shelagh Hurford, says the entry level for social workers in NGOs is about R8 270, while social workers employed by the state get about 17 percent more than this plus their occupational-specific dispensation (OSDs). NGOs with only a five percent increase in their subsidies cannot compete.

Corporate Social Entrepreneurship

Corporate Social Entrepreneurship’ discusses the concept of corporate social entrepreneurship (CSE), a process aimed at enabling business to develop more advanced and powerful forms of Corporate Social Responsibility (CSR). The paper argues that CSE is not about managing existing operations or CSR programmes - it is about creating disruptive change in the pursuit of new opportunities. It combines the willingness and desire to create joint economic and social value with the entrepreneurial redesign, systems development, and action necessary to carry it out.

CSO Self-Regulatory Initiatives Database

In response to calls for greater accountability, civil society organisations (CSO) have increasingly been coming together to define common standards of practices and identify to whom and for what they are accountable. The result is a rapid proliferation of self-regulatory initiatives including codes of conduct, codes of ethics, certification schemes, reporting frameworks, working groups, and information services such as directories.

NGOs to March for Better Wages

Social welfare bodies are to march countrywide to the Gauteng Department of Social Services to protest against discrepancies in salaries between the state and NGOs next month.

Jackie Loffell of the Gauteng Welfare, Social Service and Development Forum, which represents NGOs in the province, points out that on average, social service workers employed by NGOs earn 37 percent less than their counterparts in government departments because of inadequate state subsidies to NGOs.

CIVICUS Condemns Suspension of NGOs in Ethiopia

CIVICUS: World Alliance for Citizen Participation condemns a move designed to further restrict civil society activities by the Ethiopian Government -- which has suspended the operations of 42 NGOs for “acting out of their mandate”.

Authorities in the Southern region of Ethiopia have accused NGOs reporting on human rights abuses as seeking to interrupt peace and development of the region.

NGOs to Sue Government Over CDF

Tanzanian NGOs have announced that they will sue the country’s government should it go ahead in introducing the Constituency Development Fund (CDF).

Representatives of several NGOs are asking the government to also shelve the plan to channel the funds through local authorities if MPs will still be allowed to control them.

The Policy Forum members said the CDF has been wrongly mooted and planned, and will therefore be difficult to implement.
